- Why in news
- On 19 March 2026, the Earth Sciences Minister told Rajya Sabha that MATSYA-6000's 500 m shallow-water dive is delayed because a European-made syntactic foam component is defective. He also said the International Seabed Authority has not yet framed the Exploitation Code for commercial mining.
- What it is
- MATSYA-6000 is India's crewed deep-ocean submersible under the Deep Ocean Mission, built by the National Institute of Ocean Technology (NIOT), Chennai. It is meant to carry people to 6,000 m depth. Deep-sea mining targets polymetallic nodules on the seabed, which hold metals such as nickel, cobalt, copper and manganese.
- Foam source
- India designs the foam, but a designated firm in Europe makes it.
- Exploitation Code
- Commercial mining is governed by the Exploitation Code, which the International Seabed Authority has not yet developed.
- International Seabed Authority
- The ISA is an UNCLOS body based in Kingston, Jamaica. It regulates mineral activity in the seabed beyond national jurisdiction (the Area).
- Deep Ocean Mission
- Matsya-6000 is part of the Deep Ocean Mission of the Ministry of Earth Sciences.
Don’t confuse with MATSYA-6000 vs Samudrayaan: Samudrayaan is the mission name for the crewed dive project; MATSYA-6000 is the submersible vehicle built for it.
Don’t confuse with ISA vs NIOT: ISA is the international regulator under UNCLOS; NIOT is India's Chennai-based technology institute that builds the systems.
Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.
Why it matters
- Crewed deep-sea access and mining tech would build India's capacity in Blue Economy resources such as critical minerals.
- Nodule exploration supports supply security for battery and clean-energy metals.
Problems
- Critical imported components cause delays, showing dependence on foreign suppliers.
- Commercial mining cannot start without the ISA's Exploitation Code, and environmental impact on deep-sea ecosystems remains a concern.
Way forward
- Build domestic capacity for key materials such as syntactic foam to reduce import dependence.
- Continue environmental baseline studies and shape the ISA rules, while inviting private participation in Blue Economy work.
Put in your answer
Private participation: The Ministry promotes private sector participation in Blue Economy development, partly through tendering.
Nodule collection tech: NIOT has developed a seabed mining system to collect and crush polymetallic nodules, tested at 5,270 m in 2021.

No practice question for this one; the card may still help an answer. Why: Lasting S&T and ocean-resources topic; the release gives ISA Exploitation Code status. Worth a card; no question since facts are mainly progress updates.
Worth revising until Prelims 2027: most news questions come within two years of the event.
