SEEA and Monetary Asset Accounts of Coal

GS3 Economy: National income and environmental accountingPrelims and Mains

Why in news
On 24 June 2026, MoSPI released a Discussion Paper on methods to compile monetary asset accounts of coal in India, under the UN SEEA framework, and invited public comments.
What it is
The System of Environmental-Economic Accounting (SEEA) Central Framework is an international statistical standard, adopted by the UN Statistical Commission, for linking environmental assets to the economy. Asset accounts track stocks of resources like minerals and energy, in physical units and in money value. The MoSPI paper applies this to coal as a test case.
Framework followed
MoSPI follows the UN SEEA Central Framework, an international statistical standard endorsed by the UN Statistical Commission.
Earlier work
Since 2018 MoSPI has compiled physical asset accounts for coal and other minerals and energy, published in EnviStats India and Energy Statistics India. The monetary accounts are experimental.
Methods compared
The paper compares three methods: OECD (2025) guide, World Bank's Changing Wealth of Nations (2024), and a Philippines-based method (2024).
Coal output
India produced a record 1,047.523 million tonnes of raw coal and 45.133 million tonnes of lignite in 2024-25.
Data source
The physical coal accounts for 2015-16 to 2023-24 use Geological Survey of India data.
Publisher
The FAQ is brought out by the Ministry of Statistics and Programme Implementation (MoSPI).
New in 2026
New sections on Forest Accounts and Pollination Services were added.
SEEA adoption
MoSPI adopted the UN SEEA framework in 2018 as the basis for compiling environment-economic accounts.
Alignment with SNA 2025
The FAQ updates its concepts to match SEEA and the System of National Accounts (SNA) 2025.
FDES
The FAQ also explains the Framework for the Development of Environment Statistics (FDES), the structure for environment statistics used before and alongside SEEA.
Physical and monetary accounts
Environmental accounts can be compiled in physical units and in money value.

Don’t confuse with Physical vs monetary asset accounts: Physical accounts record quantities (tonnes) of resource stocks. Monetary accounts value the same stocks in rupees, usually as the present value of future resource rents.

Don’t confuse with SEEA vs SNA: SNA is the standard for national accounts such as GDP. SEEA adds environmental assets and their depletion alongside the SNA.

Don’t confuse with SEEA vs FDES: FDES is a framework for organising environment statistics. SEEA organises them as accounts linked to the economy.

Reports and indices: 14 Prelims questions since 2013; they test who publishes a report and what it measures.

No practice question for this one; the card may still help an answer. Why: Lasting topic on environmental-economic accounting. Reports are only 4% of news-linked Prelims questions and this discussion paper has few testable facts, so no practice question.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Drug-free India Roadmap 2026-2029

GS3 Internal securityGS2 Social issuesPrelims and Mains

Why in news
On 24 June 2026 the Home Ministry announced that Amit Shah will chair the 10th Apex-Level NCORD meeting on 26 June 2026 in New Delhi. He will release the Vision Document on Narcotics Control (2026-2029) and the NCB Annual Report 2025.
What it is
The Drug-free India Roadmap 2026-2029 is a Home Ministry plan that puts the anti-drug effort in mission mode. It sets timelines, assigns ministries accountability and fixes measurable outcomes. It builds on the NCORD coordination system, the Nasha Mukt Bharat Abhiyan and the NCB's enforcement work.
Duration
The roadmap runs for three years, from July 2026 to July 2029, with quarterly reviews and outcome-based accountability.
Four pillars
Intelligence and operation-based enforcement; precursor and synthetic drugs control; demand and harm reduction; capacity building and coordination.
State task forces
The Centre will give 7 per cent central assistance to set up equipped Anti-Narcotics Task Forces in every state by March 2027.
De-addiction centres
The number of de-addiction centres will be tripled to 1,751.
NCORD
A four-tier NCORD coordination mechanism was created in 2019, with a Joint Coordination Committee.
Helpline and database
The 1933 Manas helpline supports rehabilitation of addicted youth, and the NIDAAN portal holds a national database of narcotics offenders.
Origin
It began as a pilot from Kashi the previous year. Over 125 spiritual organisations and NGOs backed it under the Kashi Declaration.
Duration and format
The campaign runs a 100-week roadmap. Each Sunday will have activities in art, culture, sports and meditation.
Participants
The online gathering included students, NSS members and My Bharat volunteers.
Role of colleges
The PM asked college and university professors to discuss the dangers of drugs in regular teaching and to start anti-intoxication movements on campuses.
Event
The 10th Apex-Level Meeting of NCORD is set for 26 June 2026 at Vigyan Bhawan, New Delhi, and is organised by the NCB.
Three pillars
The Vision Document addresses demand reduction, supply reduction and harm reduction.
Disposal drive
An Online Drug Disposal Fortnight Campaign aims to destroy about 2,09,500 kg of drugs worth ₹6,000 crore, as per law, by Central and State agencies.
New NCB offices
New NCB Zonal offices in Jammu and Guwahati will be inaugurated.

Don’t confuse with Death Triangle vs Death Crescent: The Death Triangle (Golden Triangle) covers Myanmar, Laos and Thailand in the east. The Death Crescent (Golden Crescent) covers Afghanistan, Pakistan and Iran in the west.

Don’t confuse with 1933 Manas vs 1930: 1933 is the Manas helpline for drug rehabilitation. 1930 is the cyber crime helpline.

Don’t confuse with NCORD vs NCB: NCORD is the coordination mechanism among agencies. The NCB is the enforcement agency under the Home Ministry.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Vision Document on Narcotics Control and NCORD meeting are a lasting security topic on file; question chance is low as it is mostly a release event.

Worth revising until Prelims 2028: most news questions come within two years of the event.

International relations

India-US Bilateral Trade Agreement (BTA)

GS2 International relations: India and USAGS3 TradePrelims and Mains

Why in news
US Trade Representative Jamieson Greer visited New Delhi from 22 to 24 June 2026 for talks with Commerce Minister Piyush Goyal on the India-US Bilateral Trade Agreement (BTA) and an interim deal. The release was posted on 24 June 2026.
What it is
The India-US Bilateral Trade Agreement is a proposed trade pact between the two countries covering market access, digital trade, supply chains and non-tariff barriers. An interim agreement is planned as a first step toward a fuller, comprehensive BTA. The talks sit within the India-US Comprehensive Global Strategic Partnership.
Visit
US Trade Representative Jamieson Greer led a US delegation to New Delhi from 22 to 24 June 2026.
Indian counterpart
Greer held talks with Union Commerce and Industry Minister Piyush Goyal.
Core BTA elements
Review covered market access, digital trade, supply chain resilience, reduction of non-tariff barriers and cooperation in strategic sectors.
Interim deal basis
The interim deal is to be finalised in line with the joint statement of 7 February 2026.
Interim as milestone
Both sides treat an interim agreement as a milestone toward a comprehensive BTA.

Don’t confuse with BTA vs FTA: A BTA is a bilateral trade pact that can be narrower or phased. An FTA usually cuts tariffs on most goods between the parties.

Don’t confuse with Interim agreement vs comprehensive BTA: An interim agreement is an early partial deal. The comprehensive BTA is the fuller final pact.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

No practice question for this one; the card may still help an answer. Why: Ongoing trade deal talks are a lasting topic, but no concluded provisions yet for a statement; international items are 19% of Prelims, 27 Mains questions on impact on India.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Law and statutory body

Control of National Highways (Land and Traffic) Act, 2002

GS3 Infrastructure: Highways and road safetyGS2 GovernancePrelims and Mains

Why in news
On 24 June 2026, NHAI said it has stepped up action against unauthorized parking and encroachments on National Highways, following Supreme Court directions. It cited the Control of National Highways (Land and Traffic) Act, 2002 for removing encroachments.
What it is
The Control of National Highways (Land and Traffic) Act, 2002 protects National Highway land from unauthorized occupation and regulates traffic and access on highways. It lets highway administration remove encroachments and control entry to and exit from highways. NHAI and the Ministry of Road Transport and Highways use it for enforcement on highway land.
Locations identified
NHAI has identified 595 critical locations of unauthorized parking, with coordinates, across states.
Legal basis for removal
Encroachments are being removed from National Highway corridors under the 2002 Act.
Institutional mechanism
NHAI is working with States to set up District Highway Safety Task Forces and name nodal officers to monitor compliance.
ATMS audit
Field offices must audit all Advanced Traffic Management System installations, including cameras, incident detection, speed detection, message signboards and emergency call boxes.
Court direction
The drive is stated to comply with Supreme Court directions.

Don’t confuse with NHAI vs MoRTH: NHAI is the statutory authority that builds and maintains National Highways; the Ministry of Road Transport and Highways is the policy-making ministry that oversees it.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Enforcement drive under a standing law; few fresh facts a statement can turn on, so card only.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Environment

National Mission for Clean Ganga and Nature-based Solutions

GS3 Environment - River conservationPrelims and Mains

Why in news
On 24 June 2026, the Jal Shakti Ministry said NMCG, with NIUA, has completed Urban River Management Plans (URMPs) for 13 Ganga basin cities and is scaling the effort to more cities.
What it is
The National Mission for Clean Ganga (NMCG) is the implementing arm of the Namami Gange programme for cleaning and rejuvenating the Ganga. Nature-based Solutions (NbS) use or mimic natural processes, such as wetlands and vegetation, to tackle problems like water pollution. Constructed wetlands are engineered systems that copy the cleaning functions of natural wetlands.
Pilot sites
The two constructed-wetland pilots are at Shastri Park Drain and Kailash Nagar Drain. Both discharge into the Yamuna.
Programme route
NbS is being mainstreamed through the Sustainable River Rejuvenation (SRR) programme, with pilots for in-situ treatment of urban drains.
Treatment components
The systems use stone masonry structures, rock filters, aquatic vegetation and phytoremediation plants to remove pollutants.
Capacity building
Under the KSDC initiative, 6 training programmes between August 2025 and March 2026 reached over 100 participants.
Kali river project
A constructed wetland has been set up at Khatauli to rejuvenate the River Kali, a tributary of the Ganga basin.
Implementing partners
NMCG prepares URMPs together with NIUA under the Namami Gange Programme.
Pilot cities
Pilots were done by NIUA with NMCG support in Ayodhya, Kanpur and Chhatrapati Sambhaji Nagar.
Ten-point agenda
It includes floodplain regulation, pollution abatement, wetland rejuvenation, riparian buffers, reuse of treated water, eco-sensitive riverfronts and citizen engagement, across environmental, economic and social pillars.
Long-term target
The long-term aim is to cover all 97 cities along the main stem of the Ganga.
Incentive mechanism
The Performance Based Incentive Grant under the NMCG–World Bank partnership is meant to push Urban Local Bodies to carry out priority URMP interventions.

Don’t confuse with NbS vs conventional STPs: STPs are mechanical, energy-intensive plants. NbS such as constructed wetlands are low-energy and complement STPs rather than replace them.

Don’t confuse with E-Flows vs NbS: E-Flows keep a river's continuous flow. NbS restores ecology and treats pollution. NMCG uses both.

Don’t confuse with NMCG vs National Ganga Council: NMCG is the implementing body of Namami Gange; the National Ganga Council is the apex body chaired by the Prime Minister that oversees it.

Environment: Prelims tests bodies, programmes and the law behind them; Mains asks why plans fall short.

No practice question for this one; the card may still help an answer. Why: Namami Gange urban river plans are a lasting topic on file; schemes are 16% of Prelims but the release has few firm facts.

Worth revising until Prelims 2028: most news questions come within two years of the event.

In the news

PRAGATI (Pro-Active Governance and Timely Implementation)

GS2 Governance: e-governance and monitoringGS3 InfrastructurePrelims and Mains

Why in news
On 24 June 2026, PM Narendra Modi chaired the 52nd PRAGATI meeting. It reviewed four infrastructure projects worth about ₹30,000 crore, the TB Mukt Bharat Abhiyan and cyber crime grievances.
What it is
PRAGATI is an ICT-based platform for the Prime Minister to review programmes, projects and public grievances with Union Ministries and State governments. It works as a multi-modal system that brings the Centre and States onto one platform. It was launched in 2015 to speed up implementation and resolve inter-agency delays.
What PRAGATI is
An ICT-enabled, multi-modal platform for pro-active governance and timely implementation. It integrates efforts of the Centre and States.
Who runs it
The Prime Minister chairs the PRAGATI meetings, which review projects, programmes and grievances.
Launch year
PRAGATI was launched in 2015.
Projects reviewed
Four infrastructure projects in Road, Power, Industrial Corridor and Metro Rail sectors, across four States, cost about ₹30,000 crore.
GatiShakti link
The PM asked for regular updating of project, utility and clearance data on the PM GatiShakti portal so bottlenecks can be spotted early.
e-Zero FIR
States were asked to enable e-Zero FIR mechanisms for faster registration and response in cyber fraud cases.
Chair
The PRAGATI meetings are chaired by the Prime Minister, who is the final level of review.
Escalation ladder
Issues are first handled at Ministry level. Complex and critical ones are escalated through defined institutional mechanisms and reach the PM-chaired PRAGATI meeting last.
Purpose
The framework aims at coordinated inter-ministerial action, timely decisions and resolution of implementation bottlenecks in projects of national importance.
Scope
It covers programmes, projects and public grievances, and links Union Ministries with State governments.

Don’t confuse with PRAGATI vs PM GatiShakti: PRAGATI is a review and monitoring platform chaired by the PM. PM GatiShakti is a National Master Plan and portal for integrated infrastructure planning using geospatial data.

Don’t confuse with PRAGATI vs CPGRAMS: PRAGATI is a PM-level review platform for projects, programmes and grievances with Centre and States. CPGRAMS is the portal where citizens lodge grievances against government bodies.

No practice question for this one; the card may still help an answer. Why: PRAGATI is a lasting governance platform; the 52nd meeting adds little new, so card only. Schemes and bodies are tested mostly on features.

Worth revising until Prelims 2028: most news questions come within two years of the event.
