GS3 Agriculture · SchemesGS2 Welfare schemesPrelims and Mains

Why in news
On 10 October 2026, a PIB backgrounder reviewed the first year of PM Dhan-Dhaanya Krishi Yojana, which completes one year on 11 October 2026. It reports that the average district score rose from 18.85 in April 2026 to 46.89 in August 2026.
What it is
PMDDKY is a six-year, district-focused agriculture scheme that began in 2025-26. It targets 100 districts that lag in productivity, cropping intensity and agricultural credit. It works by converging existing Central and State schemes and private participation, and tracks progress on a dashboard.
Approval and launch
Union Cabinet approved the scheme on 16 July 2025 for six years. The Prime Minister launched it on 11 October 2025.
Convergence
The scheme converges 36 Central schemes across 11 Ministries and Departments, besides State schemes and private participation.
Three-tier structure
The District Samiti is headed by the Collector/DM and the State Samiti by the Chief Secretary. At national level, the National Executive Committee is headed by the Agriculture Minister and the National Monitoring Committee by the Secretary, DA&FW.
Monitoring
Progress is tracked through 121 indicators (74 output, 47 outcome) across 36 schemes. Output rankings are monthly on the PM-DDKY dashboard.
Score improvement
The average score of the 100 districts rose from 18.85 (April 2026) to 46.89 (August 2026).
District selection
100 districts are chosen on three criteria: low agricultural productivity, low cropping intensity and low agricultural credit disbursement.
Six objectives
Productivity, crop diversification and sustainable practices, post-harvest storage, irrigation, short- and long-term credit, and governance and service delivery.
Indicators
121 indicators: 74 output and 47 outcome. Output indicators rank districts monthly on the dashboard.
Dates
Cabinet approval on 16 July 2025; launch by the Prime Minister on 11 October 2025.
Role of KVKs
Krishi Vigyan Kendras act as technical partners for capacity building and field interventions.
Selection criteria
Districts were chosen on three indicators: low crop productivity, low cropping intensity and low agricultural credit disbursement.
Aims
Higher productivity, crop diversification, sustainable practices, panchayat and block-level post-harvest storage, better irrigation and long- and short-term credit.
Who prepares the plan
The District Dhan-Dhaanya Krishi Yojana Samiti prepares and implements the District Action Plan; it is headed by the district collector.
Launch and duration
Launched by the Prime Minister on 11 October 2025 for six years, covering 100 districts.
Model
Draws inspiration from NITI Aayog's Aspirational District Programme, but is the first of its kind focusing only on agriculture and allied sectors.
Implementation
Runs through convergence of 36 existing schemes across 11 Departments, State schemes and private sector partnerships.
Role of Lead Banks
Lead Banks are to ensure success of KCC and PMFBY in these districts through specialised drives and financial inclusion efforts.

Don’t confuse with National Executive Committee vs National Monitoring Committee: The Agriculture Minister heads the Executive Committee; the DA&FW Secretary heads the Monitoring Committee.

Don’t confuse with Output vs outcome indicators: Monthly district rankings use output indicators; outcome indicator data is submitted yearly (FY 2025-26).

Don’t confuse with PM-DDKY vs Aspirational Districts Programme: Both target lagging districts with dashboards. PM-DDKY is farm-sector specific and converges 36 schemes. The Aspirational Districts Programme covers many sectors (health, education, etc.).

Don’t confuse with DDKY vs Aspirational Districts Programme: The Aspirational Districts Programme (NITI Aayog) covers many sectors; DDKY focuses only on agriculture and allied sectors.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

Place in the news

Indian Lighthouses and Lighthouse Tourism (DGLL)

GS3 Infrastructure: Ports and tourismGS1 HeritagePrelims and Mains

Why in news
A PIB Backgrounder dated 10 October 2026 describes how India's 205 lighthouses are being turned into tourism and heritage sites, and how 75 are already open to visitors.
What it is
Lighthouses are navigational aids along India's coast, run under the Directorate General of Lighthouses and Lightships (DGLL) in the Ministry of Ports, Shipping and Waterways. Mahabalipuram is one of the oldest, with a conventional light dating to 1887 on the Olakkaneeswar Temple. Lothal in Gujarat is an ancient Harappan site linked to maritime trade.
Number of lighthouses
India has 205 lighthouses along a coastline of over 11,000 km.

Don’t confuse with Lighthouse vs lightship: A lighthouse is a fixed shore tower. A lightship is a floating vessel serving as a navigation aid. DGLL manages both.

Don’t confuse with Mahabalipuram vs Lothal: Mahabalipuram is a Pallava-era port in Tamil Nadu. Lothal is a Harappan port site in Gujarat.

Places in the news: 26 Prelims questions since 2013, rising (12% of news questions in 2022–26); they test location and why it matters.

No practice question for this one; the card may still help an answer. Why: Lasting topic on maritime heritage and tourism, but lacks a debate or clear testable provisions; places gave 26 Prelims questions, none Mains.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Law and statutory body

Corporate Social Responsibility (Section 135, Companies Act, 2013)

GS3 Economy · CSRGS2 GovernancePrelims and Mains

Why in news
On 6 October 2026 (posted 10 October), the Third National Conference on CSR (NCCSR 2026) was inaugurated in New Delhi. A Comprehensive CSR Framework for Indian Coal Companies and the India CSR Factbook 2024–25 were released.
What it is
Section 135 of the Companies Act, 2013 makes CSR a legal duty for companies above set size limits. They spend a share of average net profits on Schedule VII activities, under a Board CSR Committee. The Indian Institute of Corporate Affairs (IICA) is an institute under the Ministry of Corporate Affairs that works on corporate governance, CSR and related policy.
Organiser
NCCSR 2026 was organised by the Indian Institute of Corporate Affairs, under the Ministry of Corporate Affairs.
Report released
The India CSR Factbook 2024–25 was released as a consolidated reference on India's CSR landscape.
Coal sector framework
A sector-specific framework was released to make coal-sector CSR more structured, need-based and outcome-oriented.
Theme
The conference theme was a shift from compliance to commitment, linked to Viksit Bharat.
CSR Exchange Portal
Companies were invited to register on the CSR Exchange Portal, which connects CSR stakeholders.
CIL spend vs requirement
From FY 2014-15 to FY 2025-26, CIL spent Rs 7,276 crore against a required Rs 5,795 crore.
CIL local-area rule
CIL's own policy puts at least 80% of annual CSR spend within 25 km of mines and establishments, with priority to Project Affected Areas.
Sector-wide framework
On 8 September the Ministry of Coal became the first Union Ministry to launch a sector-wide CSR framework for coal PSUs.

Don’t confuse with CSR Factbook vs CSR law: The Factbook is a reference compilation of CSR data. The legal duty comes from Section 135 of the Companies Act, 2013 and Schedule VII.

Don’t confuse with IICA vs MCA: IICA is an institute under the Ministry of Corporate Affairs. The Ministry is the policy-making department.

Don’t confuse with CIL's 80% rule vs Section 135: The 80% spend within 25 km of mines is CIL's own policy. It is not a requirement of the Companies Act.

Don’t confuse with CSR vs Community Development: CD under the 2005 policy was voluntary welfare around mines. CSR under Section 135 is a legal obligation.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Comprehensive CSR Framework for coal companies and India CSR Factbook released; on-file CSR issue, but little for a statement to turn on.

Worth revising until Prelims 2028: most news questions come within two years of the event.

International relations

Global Initiative on AI for Agri-Food Systems (GI-AI4FS)

GS3 Science and Technology: AI in agriculturePrelims and Mains

Why in news
On 10 October 2026, TEC (DoT) and ICAR hosted the second meeting of the UN Global Initiative on AI for Agri-Food Systems alongside India Mobile Congress 2026 in New Delhi.
What it is
GI-AI4FS is a UN Global Initiative that brings together international organisations, governments, researchers, industry and standards bodies. It aims to promote the use of AI and IoT in agriculture and food systems through cooperation on standards and governance. The ITU coordinates it, working with FAO, IFAD and WFP.
Coordinator
The ITU coordinates the initiative, in close collaboration with FAO, IFAD and WFP.
Indian hosts
TEC of DoT hosted the meeting jointly with ICAR under the Ministry of Agriculture and Farmers Welfare.
Governance agenda
The meeting discussed the governance structure, Working Group chairs, members, Terms of Reference and priority areas.
Preceding hackathon
A 2-day international hackathon on AI for Agri-Food Systems was held on 8-9 October 2026 at the ICAR campus.
ITU
ITU is the UN specialised agency for information and communication technologies, headquartered in Geneva.

Don’t confuse with ITU vs FAO: ITU handles telecom and ICT standards and coordinates this initiative. FAO is the UN agency for food and agriculture and is a collaborator.

Don’t confuse with TEC vs ICAR: TEC is the DoT's telecom engineering and standards body. ICAR is the apex agricultural research body under the Agriculture Ministry.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

No practice question for this one; the card may still help an answer. Why: UN initiative coordinated by ITU with FAO, IFAD and WFP; worth a card, but a meeting alone gives few testable facts.

Worth revising until Prelims 2028: most news questions come within two years of the event.
