India-Oman Comprehensive Economic Partnership Agreement (CEPA)

GS2 International RelationsGS3 Trade and exportsPrelims and Mains

Why in news
On 10 January 2026, PIB explained what the India–Oman CEPA means for exports, services and jobs, setting out its market access terms, safeguards and service commitments.
What it is
The India–Oman CEPA is a bilateral trade pact covering goods, services, professional mobility, investment facilitation and regulatory cooperation. It goes beyond tariff cuts. Oman is a gateway to the wider Gulf (GCC) and East African markets through its ports.
India's offer
India liberalises 77.79% of tariff lines, covering 94.81% of imports from Oman by value. Dairy, cereals, edible oils, spices and some other sensitive items are excluded.
Trade size
Bilateral trade was USD 11.18 billion in FY 2025-26, up from USD 10.61 billion. Oman is India's second-largest trading partner in the Gulf.
Regulatory recognition
Oman will accept Export Inspection Council certificates. India's NPOP organic and halal certification are recognised.
Oman's tariff offer to India
Oman gives 100% duty-free access across 98.08% of its tariff lines, covering 99.38% of India's export value, from Day One.
India's offer to Oman
India offers liberalisation on 77.79% of its 12,556 tariff lines, covering 94.81% of imports from Oman by value. Sensitive items are in the exclusion list.
Bilateral trade
Trade was USD 10.61 billion in FY 2024–25, up from USD 8.94 billion in FY 2023–24.
Regulatory cooperation
The CEPA has TBT and SPS chapters. It requires acceptance of Export Inspection Council (EIC) certificates and recognises NPOP organic certification and halal certification systems.

Don’t confuse with CEPA vs FTA: An FTA mainly cuts tariffs on goods. A CEPA also covers services, investment and regulatory cooperation.

Don’t confuse with MFN vs preferential tariff: MFN is the tariff applied to all WTO members. A preferential tariff under a trade pact is lower and only for partners.

Don’t confuse with TBT vs SPS: TBT covers technical regulations, standards and conformity assessment. SPS covers food safety and animal and plant health measures.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

CCPA and Service Charge Guidelines

GS2 Consumer protectionPrelims and Mains

Why in news
On 10 January 2026, the CCPA announced action against 27 restaurants for levying service charge by default, with penalties up to ₹50,000 and refund and billing-system directions.
What it is
The Central Consumer Protection Authority (CCPA) is a regulator set up under the Consumer Protection Act, 2019. It protects consumer rights as a class, and acts against unfair trade practices, false or misleading ads and violations of consumer rights. Its July 2022 guidelines bar hotels and restaurants from adding service charge by default.
2022 Guidelines
The CCPA issued guidelines on service charge in hotels and restaurants on 4 July 2022.
Suo motu action
CCPA took suo motu cognizance against 27 restaurants; complaints on the National Consumer Helpline backed it with invoices.

Don’t confuse with CCPA vs Consumer Commissions: CCPA is a regulator that acts on class-wide consumer rights violations. District, State and National Commissions are quasi-judicial bodies that decide individual consumer disputes.

Don’t confuse with Service charge vs tip: Service charge is added to the bill by the restaurant. A tip is voluntary and paid by the customer at their discretion.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

No practice question for this one; the card may still help an answer. Why: Lasting topic under Consumer Protection Act, 2019 with a Delhi High Court judgment, but a narrow enforcement action; UPSC question unlikely.

Worth revising until Prelims 2027: most news questions come within two years of the event.

National Critical Mineral Mission

GS3 Minerals and MiningPrelims and Mains

Why in news
The two-day Rashtriya Khanij Chintan Shivir 2026 ended at Gandhi Nagar, Gujarat, on 10 January 2026. Day 2 discussed the National Critical Mineral Mission, sustainable mining and mineral security.
What it is
The National Critical Mineral Mission (NCMM) is a Union government mission to secure India's supply of critical minerals such as lithium, cobalt and rare earths. It covers exploration, auctioning of blocks, domestic mining and processing, recycling and building supply chains. It was approved by the Union Cabinet in January 2025.
Mission scope
The mission framework covers identifying critical minerals, exploration and auctioning, domestic mining and processing, value addition and resilient supply chains.
Recovery from waste
The Indian Bureau of Mines presented on recovering critical minerals from waste dumps and tailings, a circular mining approach.
DMF use
The Union Minister stressed using District Mineral Foundation funds for welfare of mining-affected areas, along with mine closure planning and timely auctions.
Ministry
The mission is run by the Ministry of Mines.
Federal angle
Mining Ministers and officials from more than eight States took part, shown as cooperative federalism.

Don’t confuse with Critical vs strategic minerals: Critical minerals are those whose supply risk and economic importance are high for a country's industry and clean energy. Strategic minerals are tied to defence and security needs. The lists overlap but are not the same.

Don’t confuse with DMF vs NMET: District Mineral Foundations are trusts in mining districts for affected communities. The National Mineral Exploration Trust funds exploration.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Lasting scheme on the syllabus, but this release is a conclave summary with few testable facts; question unlikely.

Worth revising until Prelims 2027: most news questions come within two years of the event.
