The Gulf Cooperation Council, formed in 1981, has six members: Saudi Arabia, Kuwait, the UAE, Qatar, Bahrain and Oman. Iran, across the Gulf, is not a member; the six members are all Arab monarchies of the Arabian Peninsula. The question asks for the non-member, so the answer is Iran.
