You are DM of a very poor district in the hinterland of India. It has come to your notice that manual scavenging is widely prevalent in the district even though the new law prohibits manual scavenging in any form. Upon enquiry, you have found that the number of manual scavengers has been reported to be very low, however, hundreds of dry latrines in the district depict a different picture. You have also noticed two more important trends: first, most of the manual scavengers are Dalits, and second, in many of the cases they themselves go to the houses and request the owners to clean their toilets manually, as it would provide monetary benefits. The entire district administration has been criticized by the media and there is political pressure on you to manipulate the data in a way that it shows less number of manual scavengers in the district. Based on the given information answer the following: 1. Identify the ethical issues associated with manual scavenging. 2. List the options available to you in the given case. Evaluate the merits and demerits of each. 3. Discuss some feasible steps that you can take to control this serious problem.

The International Money Bank has granted loan to the government to construct ten dams. The dams would provide water for irrigation of crops, control floods in some parts of your district, and supply drinking water to numerous towns and cities. Seven of these dams are to be constructed in areas of high ecological value occupied by native groups who are challenging the government. The native groups, who oppose the construction of the dams, represent a minority compared to the multiple towns and cities which would benefit from the dams. Nevertheless, it should be taken under consideration that the natives consider the forests as their own. Also, their distinctive life style and culture is intimately related to the existence of these natural areas. It has been noted that the forests also have a very high ecological value. If this project is completed, their land would submerge and the natives would have to be relocated. The International Money Bank is aware of this yet it has granted the loan. You are the District Magistrate of this district. Every day protests and demonstrations are happening in your office. The government has given you the responsibility to manage the situation. What are the various options available to you. Evaluate all of them and suggest the best course of action, giving reasons for it.

Water crisis is emerging a new threat for survival of human and peace and harmony in society. Many Indian cities are also facing scarcity of water and one such is Jabalpur which is located in the heart of Madhya Pradesh and lies 15 kilometres from river Narmada. Narmada, rain, groundwater and two reservoirs are the four major sources of water for Jabalpur. Once known as the city of lakes, the water bodies have today lost their lust and it is experiencing an imminent water crisis. Water shortage leads to long queues and street squabbles with people's patience running out. Concrete buildings and waste material, sports and business complexes are being planned in place of the retreating water bodies, without a passing thought to the consequences on environment such as drying of lakes. Scarcity of water has led to the digging of tubewells in every plot of the newly-constructed colonies which has worse effect on groundwater and consequently has further aggravated the problem with the fall of the watertable. Earlier most of the rain that fell recharged groundwater aquifers because of dense green cover which, acted as a barrier for surface runoff. Now, with substantial removal of forest cover the available reservoirs are getting silted up. Unfortunately, there is no official policy to respond to the crisis. (a) As a Municipal commissioner of the Jabalpur discuss the feasible solution for reviving lakes, reservoirs and solving the problem of scarcity of water at the same time ensuring the normal life of people should come under so much disruption. (b) There can be some possible negative consequences of your solutions. Discuss strategies to overcome them?

There is a historical city in one of the districts of UP. Recently, it has been in news due to controversy on a report by a person of the city that there has been exodus of people only belonging to majority community although they are in minority in the city. The controversy is on the claim that the migration is only due to fear of the dominant community in the city and not due to other reasons such as search for better life, employment, safety and security due to gagsters menace and law and order problems. This has also been corroborated by a report on the issue by the NHRC, which has also become controversial. Interestingly, the city has always had communal harmony. It has seen no trace of communal tension even at a time when parts of UP witnessed a lot of violence and communal hatred during 2013. a) Suppose you are the District Magistrate of that district then what should be your immediate priorities and why? b) Discuss the role and significance of various stakeholders you will seek help and why? c) Discuss your courses of actions which will be able to not only provide short term solution but also be long lasting in establishing rule of law and peace and harmony in the city.
