A certain State government was running a welfare scheme for promoting safe motherhood among rural landless laborers' families. The scheme involves the transfer of funds to the beneficiaries to enable them to mitigate income loss due to maternal care responsibilities. Since its implementation, the scheme has done reasonably well on maternal health and economic indicators. You are the Director of the Department responsible for implementing and operating the scheme. Recently you have been receiving reports of welfare fraud being committed by families by producing fake bona fide. The families committed the fraud with the help of local officials responsible for scrutinizing the bonafide. You were concerned because the fraud was seriously undermining the scheme's efficiency. You called for a departmental meeting to discuss and find a solution to the problem. In the meeting, it was decided to merge several available government data sets such as Aadhaar cards, voter ID cards, marriage certificates, birth certificates, bank details, and other personal assets. By merging all the data sets, the department would be able to develop the beneficiary's economic profile. And this will help the department scrutinize the documents and detect fraud. This was a comprehensive strategy, but it risked violating an individual's data privacy. As a Department head, you wanted to detect and prevent fraud, but at the same time, you were apprehensive about violating the Data privacy of the stakeholders. (a) What are the issues involved in the above case? (b) Do you think violating data privacy is justified to prevent welfare fraud? Why/ Why not? (c) What, according to you, can be the reasons for such welfare frauds happening in the country? (d) Are there any ways and means to prevent such fraud? Give your suggestions.

You and Ajay were in college together, qualified for the civil services examination, trained, and worked in the same State. Over the years, you and Ajay became good friends and colleagues. Even the families became close to the extent of taking vacations and celebrating festivals together. Professionally, in the last 15 years, both grew, but the paths you and Ajay took differed. You kept your distance from political masters, preferred to be neutral, and refrained from being identified with any group, lobby, or ideology. But Ajay was not discreet about his leanings, and he was well-networked and connected. Because of his networking, Ajay always had postings considered "plum postings." Ajay was posted as CMD of Urban Infrastructure Projects, a high-profile Project with a huge outlay. At the same time, you were working in State Planning Commission for three years and were awaiting your promotion and new posting. When new postings were announced, you were surprised to see your transfer to Vigilance Department. Within a month of taking charge, you were ordered by your Departmental Secretary to conduct an inquiry discreetly into land dealings involving a Minister and his family. You were strictly told to keep it discreet and not to share any information about the investigation with anybody besides the Secretary. As you started the inquiry, you realized Ajay was closely involved with the Minister and his deals. As evidence started piling up, you were shocked to notice Ajay's questionable decisions favoring the Minister and friends. Further, you found evidence of Ajay having assets disproportionately much higher than his declared sources of income. When you shared the details with the Secretary, he immediately ordered you to search Ajay's office and home as he believed Ajay was the medium through which they could catch the Minister for shady land deals. You were in a bind as you knew a search operation would tarnish Ajay's reputation and be traumatic for the family. (a) What are the ethical issues and dilemmas involved in the above case? (b) What are the options available to you? (c) Select your chosen course of action after analyzing the options. (d) What must be your moral motivation in the above case? Should it be duty, care, or consequences?

Kamlesh is a civil servant who has been recently posted as Additional Chief Secretary in the education department of the state. Kamlesh has a meticulous service record and is well known for his honesty, and a no-nonsense attitude. After joining the new department, the first major task before Kamlesh was to conduct the recruitments for the post of lecturers in government schools. The posts were lying vacant for a long time, and the government wanted to fill up the vacancies without further delay as it was one of the poll promises made by the present government. The recruitment process took place successfully under the supervision of Kamlesh. The concerned minister congratulated Kamlesh and informed him that the appointment letters will be allocated to the successful candidates in a ceremony which will be presided by the CM himself. Kamlesh was happy that his work was getting recognition at the highest level. One day, Kamlesh was sitting in his office when his secretary brought him a letter from a leading investigative journalist of the state. The letter dealt with the recently conducted recruitment of the lecturers. Kamlesh was shocked at the content of the letter. The investigative journalist had alleged that the question paper of the exam was leaked to a few successful candidates, who had also forged their documents to appear in the exam. The letter also highlighted a nexus of middlemen, politicians, and civil servants who facilitate such illicit practices. Moreover, the investigative journalist had also attached credible proofs. Kamlesh corroborated the facts of the letters from his own sources and found the allegations to be true prima facie. Since the matter was serious and warranted immediate action, Kamlesh brought the matter to the notice of his minister. To his surprise, the minister asked him to sit over the matter for some time. Minister reasoned that bringing out this matter will bring ignominy not only to the department but also to the government. Further, the minister reasoned that cancelling the whole recruitment process will be detrimental for the education department, schools etc; also, the sincere and honest candidates who have invested a lot of time and money for preparation may also get affected negatively. He also reminded Kamlesh that the participation of the CM has already been announced. After leaving the minister's office, Kamlesh got a phone call from Minister's Personal Secretary (PS). The PS hinted to Kamlesh that the concerned candidates were closely connected to the ruling political party, and going against them may create professional troubles for Kamlesh. On the other hand, his cooperation in this matter, the PS assured, will not go unnoticed and will be handsomely rewarded. Kamlesh had just settled in his new posting. He knows that going against the wish of the Minister may cause him his present posting. What was more, Kamlesh's father is undergoing treatment in a local hospital. A shunting out from the district would mean that his father would have to be left alone to fend for himself. Further, Kamlesh's wife Priya, also a bureaucrat, is posted in the Chief Minister's Office (CMO). Kamlesh realises that his actions will also have a bearing on her career as well. a) Bring out various ethical dilemmas faced by Kamlesh. b) Consider yourself in Kamlesh's position. What are the various options available to you? c) Critically evaluate each of the option listed by you. d) Which of the above option should Kamlesh adopt and why?

Akhilesh is a young 22-year-old man living in Utsav Nagar, who is preparing for the prestigious Civil Service Examinations, conducted by UPSC. Akhilesh is the younger of the two siblings in the home. The elder sister of Akhilesh, Sarita, is an economic graduate and works as a teacher. Akhilesh and Sarita are from a family of modest means. Their father is a retired government employee and mother is a house wife. Sarita and Akhilesh contribute to the household income by giving tuitions to the children. Recently, Sarita's marriage has been finalized by her parents. Everyone in the family is happy about the prospects of Sarita's marriage. However, the groom's family has expressed their wish for a car and furniture as gifts for the groom. Sarita's father agreed to their demands happily as he did not want to break the prospective alliance. It was also the dream of Sarita's father to wed her daughter in a grand manner. During a dinner conversation at home, he tells his family members that he has decided to sell off their ancestral land in order to arrange for the wedding. Akhilesh and Sarita are well aware that the family has limited means, and a lavish wedding, in addition to the gifts, may further aggravate the already strained financial condition of the family. Akhilesh, in the course of his preparation, has studied about the menace of dowry in the society. He knows that making a demand for dowry, in any form, is illegal and a punishable offence. After consulting his sister, Akhilesh decides to talk to his father. However, when Akhilesh presents his concerns to his father, he gets surprised by his reply. Akhilesh's father tells him that dowry is a social norm and as a member of the society they are duty bound to accept the demands of the groom's family. He also tells Akhilesh that marriage ceremony is a matter of social prestige for the whole family. A lavish wedding will not only appease the groom's family but also increase the social status of their own family. Further, his father tells him that it is out of his own love and volition that he has agreed to the gifts. He also explained to Akhilesh that the car, furniture etc., will be used by Sarita at her in-law's place. Akhilesh could not argue with his father, even though he was not in agreement with his father's view. He and Sarita believe that giving/accepting dowry would lead to propagation of a social evil. They also are of the view that a profligate wedding, without due concern for family's finances, is illogical. a) What are the various ethical issues involved in the above case study? b) You are a close friend of Akhilesh. What advice will you give, in this situation, to Akhilesh in order to convince his father to abstain from giving dowry and organising a lavish wedding?

You are the District Magistrate of a district, which is the hub of coaching centres for engineering as well as medical entrance exams. Recently, around 5 students have committed suicide owing to academic and social pressure. Students in the age group 15-18 years from across the country come to the district with the dream of getting admission into prestigious institutions like the IITs and AIIMS. However, the coaching institutions are business-minded and want to have toppers from their institute so that they can attract more students. The recent spate of suicide by 5 students has been highlighted by the national media and you have been asked by the Chief Minister to present a report of the situation and take steps on the matter. Anand Singh is a government bus conductor working with the Nav Pradesh Transport Corporation. Anand has completed 35 years of service and is due for retirement next year. Anand is happy because he is hopeful of getting his daughter, Madhvi, married from the money he will receive as his retirement benefits. However, Anand's wife pesters him to earn more money in one way or the other. Anand likes his job, and all the passengers in his route vouch for his good nature and helpful behaviour. One day, Suresh, Anand's boss, called Anand in his cabin. He told Anand that a complaint has been filed against him by a person for illegally taking the ticket money from him without issuing the receipt for the ticket. Suresh explained to Anand that this act amounted to misappropriation of government money. Suresh always saw Anand as a decent individual and he asked him as to why he indulged in such an act? Anand, visibly disturbed, told Suresh that as the conductor of a government bus he receives a meagre salary, grossly insufficient to meet the needs of his family. He told him that that his younger daughter, Sarita, suffers from chronic kidney ailment, and requires dialysis twice a week. A huge chunk of his paltry salary goes towards the cost of Sarita's treatment. Moreover, as a single bread-winner of the family, he has to cater to the needs of his elderly parents. Anand further tells Suresh that since last one year a substantial portion of his income goes towards repaying the loan that he took for his elder daughter's college education. Anand laments that even after working for 35 long years, he is unable to provide for his family beyond the bare basic necessities. He tells Suresh that he is aware of many incidents of large-scale corruption in the road transport department that go virtually unnoticed. Further, Anand justifies his act of taking money by highlighting that almost every colleague of his indulges in such practices, and in comparison, to them, what he took, just fifty rupees, is ignorable and paltry. Further, he brought to light the fact that at times they, the conductors, were expected to give their immediate superiors a bribe in the name of convenience fees for various official tasks. While listening to Anand, Suresh feels compassion for him. He decides to verify the veracity of Anand's claim with regard to the dire straits of his financial conditions. On enquiry, all the workers in the office attested to the fact that Anand is going through a very bad phase and that he frequently resorts to short term loans in order to meet his financial requirements. Moreover, the office employees requested Suresh to take a lenient view of Anand's case. They were of the view that if a strong action is taken over such a trivial incident, then it would be highly unjust and unfair towards Anand. On reaching his home, Suresh shared the whole occurrence and Anand's story with his wife. To his surprise, his wife too agreed with the employees of the office. They told him that such small incidents are a routine matter. Also, with rising inflation and increasing obligations, this is the only way for people like Anand to make their ends meet. She asks Suresh to not waste his time and energy over such a small matter. Suresh knows Anand as a hard-working individual who has many mouths to feed at home. Suresh shares genuine sympathy with him, however, he also understands that embezzlement of government money, irrespective of amount and circumstances, is wrong. Now he is in a state of dilemma over his course of action. a) Why are the incidents of petty corruption trivialized? According to you, is it justifiable to ignore small incidents of corruption? b) What are various ethical dilemmas in the above case study?

You are a civil services aspirant and often engage in rousing discussions with your friends on issues in news. One of your close friends, who is also a fellow aspirant, comes to you for discussing some of the issues related to ethical conduct in public service. He raises the following points:- 1. In the present times, when unethical environments are quite prevalent, individual attempts to stick to ethical principles may cause a lot of problems in one's career. It may cause hardship to the family members as well as risk to one's life. Why should we not be pragmatic and follow the path of least resistance, and be happy with doing whatever good we can? 2. When so many people are adopting wrong means and are grossly harming the system, what difference would it make if only a small minority tries to be ethical? They are going to be rather ineffective and are bound to get frustrated. 3. If we become fussy about ethical considerations, will it not hamper the economic progress of our country? After all in the present age of high competition we cannot afford to be left behind in the race of development 4. It is understandable that we should not get involved in grossly unethical practices, but giving and accepting small gratifications and doing small favours increases everybody's motivation. It also makes the system more efficient. What is wrong in adopting such practices? Critically analyze the above viewpoints. On the basis of this analysis, what will be your advice to your friend?

(Lack of team orientation) (Not to create internal noise) You are serving as the Additional Commissioner in the Rural Development Department of a large state. During a departmental process audit, a probationary officer known for diligence and integrity submits a detailed note flagging irregularities in a flagship housing scheme. The note includes: • Evidence of false beneficiary lists from a particular block • Ghost households listed as recipients • Bank transfers routed through shell accounts • Endorsements traced to the District Project Director (DPD) a senior officer widely respected for administrative efficiency and considered close to key political figures When you raise the matter informally with the DPD, she acknowledges "procedural shortcuts," citing pressure to meet targets and disbursement deadlines under intense political scrutiny. She urges you not to "derail the department's momentum over an avoidable audit loop." Over the next few days: • The whistleblower is transferred from audit duty and his probation report is flagged for "lack of team orientation." • Senior colleagues privately advise you not to "create internal noise" or "pit juniors against seniors." • A senior secretary tells you, "In service, discretion is as important as principle." You are not required by law to escalate unless you detect criminal conspiracy but you know the evidence points to more than clerical lapses. You're aware that your silence will signal complicity. Escalating the matter may create friction with senior officers, damage reputations, and isolate both you and the whistleblower but inaction risks eroding the ethical backbone of the institution. 1.
