Grander Neobar Island is one of the world's most important biodiversity hotspots. Covered by thriving rainforest, the Island hosts a vast diversity of flora and fauna, many of which are endemic in nature. The Island is also known for being home to some of the Particularly Vulnerable Tribal Groups (PVTGs). For years, the region has been preserved for its ecological and cultural importance. Besides its environmental richness, the Grander Neobar is also particularly unique for its geo-strategic importance. The position of the Island in the Indian Ocean makes it ideal for gaining strategic leverage over the country's adversaries in the region. Grander Neobar Development Project (GNDP) is a security and infrastructure project proposed for the southern tip of the island. The project is important for economic benefits, such as logistics, commerce, industry, and coastal tourism. GNDP includes an international container transhipment terminal, a greenfield international airport, township development, and a gas- and solar-based power plant together occupying over a large area in the island. Though touted as vital for country's economic growth and strategic presence in the region, some NGOs have been protesting against the project for its high environmental cost. The NGOs claim that the project would require cutting down of more than 900,000 trees of the rainforest biome, which are a prime source of carbon sequestration. Further, the loss of tree cover will not only affect the flora and fauna on the island, but it will also lead to increased runoff and sediment deposits in the ocean, impacting the coral reefs in the area. Also, the influx of outside population is expected to impose a significant ecological pressure on the island and its surroundings. The PVTGs residing in the Island for centuries may lose their traditional rights over land, and may also face undue interference in their culture and practices. As per some experts, as PVTGs are secluded from mainland since time immemorial, a sudden contact with outside population may pose grave health risks in forms of various infections. It is also being highlighted that the project is in contradiction to the government's vision to promote a sustainable world and a climate friendly lifestyle. However, the supporters of the project firmly believe that the project is essential, given its strategic importance for the country. The supporters of the project reason that since, other countries also host several military bases in the region, India cannot afford to remain absent from this strategic backyard. Further, as per the advocates of the project, presence of a robust security infrastructure can check the oft-occurring incidents of piracy, cementing the country's role as the net security provider in the region. Moreover, the proponents of the development project argue that Grander Neobar is located close to one of the busiest choke points in the global trade route, and neglecting its development may run counter to country's trade and security interests. Also, as per a government think tank's report, the proposed port will allow Grander Neobar to participate in the regional and global maritime economy by becoming a major player in cargo transhipment and a delay in the same may have the effect of losing the competitive advantage. a) What are the key ethical concerns present in the above case study? b) According to you between the twin objectives of development and conservation what should be given more priority and why?

As an officer in the Right to Information (RTI) division of the Defence Ministry, your primary responsibility is to respond to RTI queries by furnishing relevant details. Most of these RTI applications pertain to tender information and procurement contracts. However, occasionally, applications concerning sensitive matters arise, requiring you to seek legal advice and obtain approval from your senior before responding. Recently, an RTI application was received that involved sensitive departmental initiatives. Following protocol, you sought legal advice, and the legal officer cleared the response. However, your senior did not approve the reply and instructed you to be opaque in your response. Respecting the chain of command, you adhered to the senior's directive and provided a vague and non-informative response. Undeterred by the initial response, the applicant resubmitted the application, demonstrating persistence. Once again, you followed the senior's instructions and kept the response deliberately vague. This cycle continued, with the applicant becoming increasingly relentless. One day, the entire email trail related to this RTI case got leaked and found its way to the media. It was revealed that the persistent applicant was an RTI activist, dedicated to ensuring transparency and accountability within government departments. The media coverage brought significant public attention and scrutiny to the Defence Ministry's handling of RTI requests, particularly those concerning sensitive information. In the aftermath of the media exposure, your senior officer instructed you to take responsibility for the opaque responses. You were left questioning your actions and decisions, pondering where you might have gone wrong. (a) What are the ethical issues and dilemmas in the above case? (b) What are the options available to you in the above case? (c) Considering the persistent nature of the RTI activist and the public's right to information, how should you navigate the tension between national security concerns and the principles of transparency and accountability? Explain

You are the Director of the National Bioethics Commission who is responsible for assessing the ethical feasibility and oversight of a nationwide gene sequencing program. The project named GeneFuture, aims to sequence the DNA of every newborn child and store it in a centralized national database. The objective is to identify genetic predispositions to serious diseases early in life, allowing for preventive treatment and personalized medicine. Over 100,000 babies have already been enrolled in the pilot phase of the program. The government claims that this move is a landmark step in public health advancement. However, collection of newborn genetic data raises significant ethical concerns, particularly around informed consent, which may not fully capture parents' understanding of the long-term risks involved. Once gathered, this sensitive data could be misused for purposes such as surveillance, insurance discrimination, or commercial marketing by third parties. Uncertainty over data ownership—whether it lies with the state, parents, or the individual as they mature—further complicates the issue. The involvement of private tech and pharmaceutical companies heightens fears of commercial exploitation, especially in the absence of clear mechanisms for individuals to withdraw consent or delete their genetic information upon reaching adulthood. (a) What are the ethical issues you perceive in the implementation of the GeneFuture program? (b) Identify the conflicting interests of different stakeholders in this case. (c) What guiding ethical principles would you recommend for implementation of this project?

You are DM of of a very poor district in the hinterland of India. It has come to your notice that manual scavenging is widely prevalent in the district even though the new law prohibits manual scavenging in any form. Upon enquiry, you have found that the number of manual scavengers has been reported to be very low, however, hundreds of dry latrines in the district depict a different picture. You have also noticed two more important trends: first, most of the manual scavengers are Dalits, and second, in many of the cases they themselves go to the houses and request the owners to clean their toilets manually, as it would provide monetary benefits. The entire district administration has been criticized by the media and there is political pressure on you to manipulate the data in a way that it shows less number of manual scavengers in the district. Based on the given information answer the following: 1. Identify the ethical issues associated with manual scavenging. 2. List the options available to you in the given case. Evaluate the merits and demerits of each. 3. Discuss some feasible steps that you can take to control this serious problem.

Mr. X is a renowned Architect. He receives a contract of Rs. 500 crores to design and lead a building project that would not only be an architectural landmark but also involves engineering challenges the solutions for which would change the industry. The building would house the headquarters of a successful company Fictitious Corp. Its chairman, Mr. Y is renowned for his acumen as well as temper. After spending time on the drawing board, Mr. X comes up with an innovative design which in itself is a masterpiece. His office had to lay out the plan and then coordinate with the engineering firms to execute it to perfection. The building is constructed in record time and is praised for its ingenuity and the experts also look at it as an engineering milestone. After six months of its construction, Ms. Z, a doctoral student of mathematics, visits the building for her work on structural engineering calculations. She has immense respect for Mr. X's work. However, she finds that her calculations do not satisfy the requirements of structural integrity for which the building has been widely hailed. She realizes that the building's structure has a deficiency based on the bolted beams used for structural support; this was inadequate if the impact of vertical winds on the building is taken into account. It not only created a threat for the building and its occupants but also the buildings and people nearby. Mr. X is informed of these calculations by the student and her supervisor. However, Mr. X, meticulous as he is, has confidence on his work and detailed design. He looks at the issue seriously and spends time on the design. He indeed finds no flaw in his design and also notes that his design entails the use of welded rather than bolted beams. At the time he is negotiating the construction of another building where the issue of welded versus bolted beams is a sticking point. Mr. X prefers welded beams as they are twice as strong as the requirements are. However, the engineering firm responsible for actual construction job and procuring the steel beams points out that double bolted beams are strong enough to meet the requirement, are cost effective and also fulfill the building code requirements. After the meeting Mr. X visits the Fictitious Corp building, and to his horror he realizes that bolted rather than welded beams have been used in the construction of the building. He asks for the design that his office has used after final approval. He notices that indeed the final designs show the use of bolted beams. These beams are classified as trusses which do meet the regulatory requirements but not the structural capacity as envisaged by Mr. X initially. He further enquires and is told that the engineering firm responsible for construction work had also given similar arguments about the sufficiency, cost effectiveness and regulatory

You are the District Magistrate of a district, which is the hub of coaching centres for engineering as well as medical entrance exams. Recently, around 5 students have committed suicide owing to academic and social pressure. Students in the age group 15-18 years from across the country come to the district with the dream of getting admission into prestigious institutions like the IITs and AIIMS. However, the coaching institutions are business-minded and want to have toppers from their institute so that they can attract more students. They create a lot of pressure on students to perform, with differential treatment like forming different category of batches depending on students' performance. These students live as Paying Guests and in hostels away from their families and many cannot tackle the huge burden of competition and the associated mental stress. The recent spate of suicide by 5 students has been highlighted by the national media and you have been asked by the Chief Minister to present a report of the situation and take steps on the matter. The Chief Minister has also asked you to keep the matter away from limelight so that the coaching centres continue with their business and generate revenue for themselves as well as the state. Upon investigation, you find out that 2-3 of the most famous coaching institutions are run by political leaders of the ruling party. They are involved in false advertisements in order to lure students. They also create undue pressure on the students to perform. Also, there is an emerging black market for performance enhancing drugs, which have become common among the students. (a) Highlight the stakeholders involved and discuss the associated ethical issues in the given case. (b) Given the situation, what will be your course of action?
