Sudha Bharadwaj and her son Pankaj are planning to attend a symposium on Disability Rights being held at Mumbai. Pankaj is an especially abled child with cognitive and developmental challenges. Both of them reached the Ranchi airport through an onerous travel made via public transportation of the state government which wasn't disabled friendly and not accessible. By the time they had gone through the security check and reached the gate (almost an hour ahead of boarding), Pankaj seemed to be in the throes of hunger, thirst, anxiety and confusion. He had become visibly distressed due to the tiresome procedures and extra compliance from his side. His mother, obviously knew how to handle his meltdown - with patience, some cajoling, some stern-ness, many hugs etc. And the other passengers were stopping by to ask if they needed any help or support. This also caught the attention of some of the fellow passengers traveling by the same flight. Some of the fellow passengers approached Vamika Oberoi, who happens to be the Airline manager. These passengers informed Vamika that the distressed child is in a state of panic and they are not overly comfortable in flying with him as he seemed unfit to travel and could jeopardize the safety of the airplane. Under the aforementioned circumstance, discuss the ethical issues involved in the case? What course of action should be taken by Vamika?

You are working as the Head of Ethics and Compliance in a big mobile manufacturing company that is known for its innovation and quality products. Both the customers and the shareholders are pleased with the performance of the company as they get value for their money and high returns on their investments respectively. Tin is a major component in the products manufactured by your company. It was recently brought to your attention that workers - many of them children - are working in unsafe conditions, digging tin out by hand in mines prone to landslides that could bury them alive. About 70% of the tin used in smartphones manufactured by the company comes from these more dangerous, small-scale mines. The company defends its practices by saying it only has such much control over monitoring and regulating its component sources. The justification advanced of its sourcing practices is that it is a complex process, with tens of thousands of miners selling tin, many of them through middlemen or third-party contractors. Based on the above case, answer the following questions: (a) What are the ethical issues in the above case? (b) Can customers of the company be expected to take into account such practices before buying any product of the company? (c) If the management were to seek your opinion on the matter, what course of action will you suggest?

A pharmaceutical company, “HealthInnovate Inc.,” has developed a promising experimental drug intended to treat a rare and severe medical condition. The drug has shown remarkable results in early clinical trials, and the company is seeking approval from regulatory authorities to bring it to market. However, the drug is not yet approved for general use, and its availability is currently limited to a small number of patients who meet specific criteria. A growing number of patients and advocacy groups are calling for expanded access to the drug, arguing that its potential benefits outweigh the risks of using an unapproved treatment. The situation has become increasingly complex as media coverage highlights stories of patients who are suffering from the condition and believe that the experimental drug could significantly improve their quality of life. Some patients have petitioned for compassionate use or expanded access to the drug outside of clinical trials. HealthInnovate Inc. is facing ethical dilemmas regarding how to handle these requests. On one hand, the company wants to ensure that the drug is safe and effective before widespread use. On the other hand, there is a strong moral argument for providing access to patients who are in desperate need of treatment. (a) Discuss the ethical principles involved. (b) What criteria should be established to determine which patients receive access to experimental treatments. How can these criteria be applied ethically to avoid favoritism or discrimination?

Even though the incidents of wars are detrimental to all, it is the women who have been the worst sufferers of all forms of human conflicts. Historical evidences from throughout the globe have highlighted the skewed vulnerability of women to violence in all its manifestations. In the medieval period, the situation of women remained particularly vulnerable; treated as second class citizens in comparison to men, their condition became particularly deplorable during wartime excesses. Invariably, women were considered as part of the plunder, leading to their sexual and psychological exploitation. Similarly, during the second world war, the then Imperial Japanese Army exploited women, pushing them into sexual slavery. These women were euphemistically termed as comfort women. The objectification of women as a commodity for comfort made their exploitation complete and absolute. Issue of comfort women, one of the largest incidents of human trafficking, continues to be a diplomatic flash point between South Korea and Japan. In contemporary times too, we get to see the manifestation of various social crimes against women. Dharmendra, a young District Magistrate, posted in Khainom, capital of Ranipur recently became witness to such an incident. Ranipur is one of the North Eastern states of India. Ranipur has a rich ethnic diversity consisting of both tribal and non-tribal population. Issues such as access and ownership over resources, settling of outsiders (non-tribals) in tribal areas, dominance/ influence over government appointments etc., have remained the bone of contention between the tribal and non-tribal people. However, the matters came to a head when the demands from the non-tribal community for being recognized as tribals started gaining force. These demands were fiercely opposed by the tribals fearing that it will reinforce the positions of non-tribals; allow them to buy land in tribal areas and therefore will marginalize the already backward tribal community in the state. Within no time the situation took a communal turn. Khainom was particularly worst hit. In addition to the incidents of plunder and loot, Khainom gained global attention when a video of a tribal girl being sexually assaulted by non-tribal men surfaced in the social media. The video clearly depicted a group of 20-25 men molesting a tribal girl in front of entire village. A police car, and few police personnel were also visible in the video. The passivity of armed police personnel towards safeguarding the women was being severely criticised across all quarters. Even though this particular incident came into public domain, it was by no measure an isolated happening. Many such occurrences of targeting women from both the communities were reported throughout Ranipur. The political leadership of the state has taken cognizance of the events in Khainom. Dharmendra has been instructed to prepare a holistic plan to avoid such incidents in the future. a) What recommendations should Dharmendra make to create a safe environment for the women? b) What are the factors that have led to victimization of women, especially during conflicts?

Ms. Radhika, a dedicated civil servant tasked with overseeing the Right to Education (RTE) implementation in her state, is jolted by the tragic death of Rani, a Dalit student, who succumbed to injuries inflicted by a teacher's violent assault. The incident rapidly gains media attention, sparking intense demands for accountability and justice from the opposition. Reflecting on her past visits to schools, Ms. Radhika remembers Rani as a promising and eager learner, whose enthusiasm was marred by the harsh reality of social exclusion. Rani's caste marked her for isolation, both from peers and teachers. She recalls the evident disparity in her treatment—fewer opportunities, less attention, and unfair bias directly linked to her caste identity. Upon deeper scrutiny, Ms. Radhika uncovers systemic flaws within the urban education framework. Complaints about caste discrimination during school admissions surfaced, revealing a failure to uphold RTE's core tenets. Admission policies and classroom environments perpetuated caste biases, with students from marginalised backgrounds facing segregation and unfair treatment. Educational materials often reinforced caste prejudices, while parents from lower-caste communities struggled to engage in their children's schooling due to systemic barriers. The situation deteriorates further when local politicians, motivated by caste biases, attempt to suppress the incident, thus obstructing justice for Rani. Political pressure influences the administration to downplay the issue, risking the concealment of the deeper, systemic inequalities in urban education. Ms. Radhika faces a daunting challenge: addressing these injustices while navigating potential backlash from influential communities and safeguarding her own career amidst the turmoil. a) What are the ethical issues involved in the given case for Ms. Radhika? b) List the moral values that will guide her. c) How can Ms. Radhika ethically navigate the entrenched nature of caste-based discrimination within the urban education system?

As the situation unravelled, you found yourself in a moral quandary. On one hand, as the DDO, I was bound by regulations that required me to ensure the proper use of government resources. Despite its noble intent, the unauthorised diversion of food grains was a breach of protocol that necessitated disciplinary action, including the suspension of the school officials involved. On the other hand, these school officials' actions were driven by a deep sense of humanity and compassion. They chose to prioritise the immediate needs of their community, recognising the dire circumstances and the urgent need to prevent further starvation deaths. Punishing them for their humane response to the crisis seemed not only harsh but also contrary to the spirit of public service. (a) What are the ethical issues in the above case? (b) As a DDO, what are the options available to you? (c) Explain your chosen course of action, along with your reasons. (d) Given the above case, what would be the best ethical theory for handling human distress situations?

Abha is currently working as the DM of a district. One day, she went to a village for inspecting the progress of a certain village development project. Abha was not satisfied with the pace of the work and wanted to talk with the Sarpanch of the village about the same. Abha went to the panchayat office where she found the Sarpanch standing just outside the office. The Sarpanch greeted Abha and offered her a seat. Abha sat down and started discussing the matter with the Sarpanch. She noticed that Sarpanch was still standing. She thought that Sarpanch was not sitting because of hesitation or out of respect for the officer. She requested him to take a seat but he reluctantly sat on a wooden stool. Abha jokingly asked him if he liked the stool so much that he chose it instead of a chair, to which the Sarpanch replied that he was not allowed to sit on a chair as he belonged to a Dalit community. Abha was taken aback by this response. Abha enquired further about the issue. The sarpanch explained that since the Sarpanch position was reserved for SC community, he won the election. But despite being the official head of the panchayat, he did not have any power. He was neither allowed to enter the panchayat office nor was given access to official documents. A separate water pot was kept for him outside the office and he was not allowed to use the common water pot. He worked as a rubber stamp who merely signed the given document. He went on to tell Abha that last year he was not even allowed to hoist the national flag during the Independence Day celebration. In one of the government primary schools located in a rural block of a district, the newly appointed headmistress observed an unusual practice. The school had been preparing and serving mid-day meals separately to students belonging to different communities. Although the meals were cooked using a common gas connection, separate utensils, cooking areas, and serving arrangements had been in place for more than two decades. Students from the two communities had their food cooked and served by different cooks and ate in separate classrooms, despite attending classes together. After taking charge, the headmistress decided to discontinue this practice. She directed that food be prepared and served together for all students, using a common kitchen and utensils. However, the decision triggered backlash. A considerable number of parents across communities vehemently opposed the move and stopped sending their children to school. Consequently, attendance fell by almost 60 percent. This also raised concerns regarding the possible discontinuation of the mid-day meal scheme, withdrawal of teaching staff, and even closure of the school due to falling enrolment. The issue has attracted attention from various political and social groups attempting to further polarise the situation and serve their vested interests. Marpi Apang, the District Education Officer (DEO), has been tasked by the Deputy Commissioner's office to amicably resolve the matter at the earliest. She has also been directed to submit a detailed report along with the Action Taken Report within a fortnight. a) Identify the ethical issues involved in this case. b) What course of action should Marpi adopt and why? c) What should be the responsibilities of different social segments and agencies to create positive social ambiance for accepting such changes?

As a dedicated Block Development Officer (BDO), you are highly respected by your staff and appreciated by your superiors for your constructive work. The state government has selected several villages within your jurisdiction to pilot a women's self-employment scheme utilising Information and Communication Technology (ICT). The project is to be implemented by a Non-Governmental Organization (NGO), and you have been instructed to provide logistical and other necessary support. The NGO staff commenced their work by meeting and identifying young women who appeared to be suitable candidates for training and skill development. Following identification, these young women were provided with a starter kit, which included a broadband dongle, a 10-inch tablet, and some reading material. The training began in earnest, and the selected young women exhibited great enthusiasm and eagerness to learn. Initially, the project showed promising signs of success. However, one day, village elders approached you with a request to halt the pilot scheme. They expressed concerns that the devices and online learning were corrupting the young women. They believed that the girls were merely watching videos on the tablets instead of learning. The elders suggested that vocational skills training, such as stitching or cooking, would be more beneficial than digital skills. After listening to their concerns, you assured them that you would investigate the matter. Upon inquiring with the NGO staff, they clarified that the videos being viewed were educational, and they were monitoring the trainees' browsing behaviour through backend systems to ensure appropriate usage. The NGO staff also pointed out that some village men felt excluded from the process and were attempting to dissuade the women from participating in the training sessions. As a BDO, you recognize the scheme's importance and potential benefits for the women in the villages. However, you are also aware that if the men's underlying mindset issues are not addressed promptly, the entire skill development effort could be undermined. As a committed public servant, you were determined to take some preventive action as you noticed tensions brewing among the men. (a) What the issues that you notice in the above case? (b) What are actionable options available to you? (c) Considering the feedback from the NGO staff about village men feeling left out and attempting to dissuade women from attending training sessions, what strategies would you implement to ensure their inclusion and support for the program?
