In ethics, we strive towards equality, equity & collective responsibility.

In 'Vasudeva Kutumbakam' i.e. universal brotherhood philosophy, it is moral obligation of a rich person to help poor. Same goes for nations. After all, poverty anywhere is a threat everywhere.

Rich countries give foreign aid to poor nations through 2 modes:- Mode 1 Mode 2

Mode 1

diagram Rich nations - Directly -> poor states - Directly -> their NGOs

Mode 2

Issues Involved are :-

  1. Sovereignty - Usually, they are tied funds & compulsory order the poor nations to introduce some reforms. Eg- India in 1991 reforms.

  2. Security - IB Report 2015 focuses on the role of NGO & foreign funding in impeding security of state.

  3. Vested interest - foreign nations aiding to topple local democratic govt, increase protests etc.

  4. Also used for rigging in elections & causing instability in nation.
