Conscience helping to sort competing considerations: Righteous Action

① Often conflict between Ethics & law (Ex: Lack of ration card with poors) → conscience helps to prioritize compassion.

② Often public servants are lured by collusive corruption, etc. Conscience helps them keep away.

③ Political pressure, etc. sometimes makes/creates pressure to do unjust acts → conscience prevents it by prioritizing public interest over self preservation.

Putting values into Practice in public services

(1) Laws & Regulations are same for every officer; but conscientious officers are able to best utilize discretion:

Arranging home/doorstep services for old & disabled (Ex: ECI & voting)

(2) values of selflessness, achieving greater good can be reflected by Ethical Officers :

Ex: SR Sankaran (IAS) never married to cater to future of Tribal children.
