The bureaucracy in India is a permanent executive, famously called "The steel frame of India" by Sardar Vallabhai Patel. There are certain values that are necessary in the bureaucracy:

Body · points

↳ Impartiality, ensuring that all decisions are taken objectively and founded on rules of the law.

↳ Apolitical : The bureaucracy has to work under multiple governments and politicians. To work effectively, they must maintain a tight separation from politics to remain unbiased, as well as inviting to all governments.

This is necessary for economic development:

↳ Implementation of schemes like PM Garib Kalyan Yojana, MGNREGA, PM Jan Dhan Yojana and many more are essential to bring about inclusion for vulnerable sections.

↳ Preventing corruption and leakages to protect the public exchequer. If it is drained, it reduces capital investment and hurts overall development.

↳ Political involvement creates tensions, especially in a federal polity. for eg., DANICS officers that were reprimanded for non-implementation of one LG's orders, as they were politically allied to the AAP.

It is also essential for social transformation:

↳ PM Poshan, PM Matru Vandana Yojana, Mid Day Meal schemes are essential to provide nutrition to children and pregnant women, ensuring adequate productivity and social empowerment. Only an impartial bureaucrat can adequately implement these schemes without leakages and corruption.
