Opening · a definition

CSOs are non-kin, non-state, non-market organisations in society.

Collaboration between State & CSOs → address poverty & malnutrition

Body · points

(1) CSOs → reach last mile where State's reach is less.

(2) Complement state's role in providing services. → eg → community kitchens during covid

(3) Identification of under-served & un-served areas by CSOs.

(4) Engage in job creation → eg SEWA

↓

later SHG Bank linkage program by State

Collaboration - doesn't address poverty & malnutrition

(1) Lack of clearly defined roles & responsibilities in the poverty/alleviation nutrition schemes

(2) Overlap of state, NGOs etc lead to → duplication → leaving out certain areas

(3) Lack of resources with CSOs eg → during covid fund crunch

Way forward (1) Clear guidelines on responsibilities of CSOs (National Policy on voluntary Organisation) (2) Utilise NGO Darpan (Niti Aayog) to collaborate. (3) CSOs & State together can realise the welfare agenda & fulfillment of Sustainable Development Goals 1 & 2.
