Question 70: Polity and Governance

Consider the following statements :

  1. 1.The Chairman and the Deputy Chairman of the Rajya Sabha are not the members of that House.
  2. 2.While the nominated members of the two Houses of the Parliament have no voting right in the presidential election, they have the right to vote in the election of the Vice President.

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerUPSC’s answer is (b).

The Vice-President is the ex-officio Chairman of the Rajya Sabha and is not a member of it, but the Deputy Chairman is elected by the House from among its members, so statement 1 is wrong. Only elected members vote in the presidential election, but the Vice-President is elected by an electoral college of all members of both Houses, nominated members included. Statement 2 is correct.

  • 1. The Deputy Chairman is elected from among the Rajya Sabha's members.
  • 2. Nominated members cannot vote for the President but do vote for the Vice-President.

How you could have got this

  1. If you were sure statement 1 is not correct, (a) and (c) go: each of them includes 1.

What you needed to know: The Deputy Chairman is elected from among the Rajya Sabha's members.

  2. Then, if you were sure statement 2 is correct, (d) goes: it leaves 2 out.

What you needed to know: Nominated members cannot vote for the President but do vote for the Vice-President.

Only (b) is left. This one needs every statement.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Wrong. The Deputy Chairman is a member of the Rajya Sabha.
  • (b) Correct. Nominated members vote in the Vice-President's election but not in the President's.
  • (c) Wrong. Statement 1 is false.
  • (d) Wrong. Statement 2 is true.
