Question 69: Polity and Governance

Consider the following statements :

  1. 1.National Development Council is an organ of the Planning Commission.
  2. 2.The Economic and Social Planning is kept in the Concurrent List in the Constitution of India.
  3. 3.The Constitution of India prescribes that Panchayats should be assigned the task of preparation of plans for economic development and social justice.

Which of the statements given above is/are correct?

a1 only
b2 and 3 only
c1 and 3 only
d1, 2 and 3

AnswerUPSC’s answer is (b).

The National Development Council was set up in 1952 by a resolution; it is a separate body and not an organ of the Planning Commission, so statement 1 is false. Economic and social planning is Entry 20 of the Concurrent List, and Article 243G, inserted by the 73rd Amendment, provides for panchayats to prepare plans for economic development and social justice. Statements 2 and 3 are correct.

  • 1. The NDC is a separate body set up by resolution, not an organ of the Planning Commission.
  • 2. Economic and social planning is Entry 20 of the Concurrent List.
  • 3. Article 243G provides for panchayat plans for economic development and social justice.

How you could have got this

  1. If you were sure statement 1 is not correct, (a), (c) and (d) go: each of them includes 1.

What you needed to know: The NDC is a separate body set up by resolution, not an organ of the Planning Commission.

Only (b) is left. You didn’t need statements 2 or 3.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Wrong. The NDC is not an organ of the Planning Commission.
  • (b) Correct. Planning is a Concurrent subject, and panchayats are to prepare plans.
  • (c) Wrong. Statement 1 is false.
  • (d) Wrong. Statement 1 is false.

Worth knowing: The Planning Commission was replaced by NITI Aayog in 2015 and the NDC's role passed to NITI's Governing Council; the 2013 answer stands as it was.
