  2. 2.It issues guidelines for the State Legal Services Authorities to implement the legal programmes and schemes throughout the country.

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerUPSC’s answer is (c).

The National Legal Services Authority (NALSA) was set up under the Legal Services Authorities Act, 1987, to give effect to Article 39A, which secures equal justice and free legal aid. Its objective is to provide free and competent legal services to weaker sections on the basis of equal opportunity, and it lays down policies, principles and guidelines for the State Legal Services Authorities so that legal services schemes are implemented uniformly across the country. Both statements are correct.

  • 1. NALSA aims at free and competent legal services for weaker sections on equal opportunity.
  • 2. It issues policies and guidelines for State Legal Services Authorities.

How you could have got this

  1. If you were sure statement 1 is correct, (b) and (d) go: each of them leaves 1 out.

What you needed to know: NALSA aims at free and competent legal services for weaker sections on equal opportunity.

  2. Then, if you were sure statement 2 is correct, (a) goes: it leaves 2 out.

What you needed to know: It issues policies and guidelines for State Legal Services Authorities.

Only (c) is left. This one needs every statement.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Wrong. Statement 2 is also correct.
  • (b) Wrong. Statement 1 is also correct.
  • (c) Correct. Both describe NALSA.
  • (d) Wrong. Both statements are correct.
