UPSC Prelims 2011 · GS Paper I
Question 73: Polity and Governance
Consider the following statements : In India, a Metropolitan Planning Committee
- 1.is constituted under the provisions of the Constitution of India.
- 2.prepares the draft development plans for metropolitan area.
- 3.has the sole responsibility for implementing Government sponsored schemes in the metropolitan area.
Which of the statements given above is/are correct ?
AnswerThe answer is (a).
Article 243ZE, added by the 74th Amendment, requires a Metropolitan Planning Committee in every metropolitan area, one with a population of ten lakh or more. Its job is to prepare a draft development plan for the whole area, taking into account the plans of the municipalities and panchayats there. It plans; it does not carry the sole responsibility for implementing government schemes, which stays with municipalities and other agencies.
- 1. It is provided under Article 243ZE of the Constitution.
- 2. It prepares the draft development plan for the metropolitan area.
- 3. Implementation is not its sole responsibility.
How you could have got this
- If you were sure statement 1 is correct, (b) goes: it leaves 1 out.
What you needed to know: It is provided under Article 243ZE of the Constitution.
- Then, if you were sure statement 3 is not correct, (c) and (d) go: each of them includes 3.
What you needed to know: Implementation is not its sole responsibility.
Only (a) is left. You didn’t need statement 2.
This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Right: it has constitutional backing and prepares the draft development plan.
- (b) Statement 1 is also correct, as the Committee is constitutionally provided for.
- (c) Statement 3 is wrong, since it plans and does not solely implement schemes.
- (d) Includes the wrong statement 3.
