Question 22: Economy and Social Development
Consider the following statements:
- 1.The World Intellectual Property Organisation (WIPO) is a specialised agency of United Nations System of Organisations
- 2.WIPO has its headquarters at Rome
- 3.The Trade Related Aspects of Intellectual Property Rights (TRIPS) Agreement is binding on all WTO members
- 4.Least-developed country members of WTO are not required to apply the provisions of TRIPS Agreements for a period of 20 years from the general date of application of the Agreement
Which of these statements are correct?
AnswerThe answer is (d).
WIPO is a specialised agency of the UN system (since 1974), but its headquarters is in Geneva, not Rome. The TRIPS Agreement is part of the WTO package and binds every WTO member. For least-developed members the first transition period was 10 years from the Agreement's date of application, not 20, and it has been extended since then. So only statements 1 and 3 are correct.
- 1. WIPO is a specialised agency of the UN system.
- 2. WIPO is headquartered in Geneva, not Rome.
- 3. TRIPS binds all WTO members as part of the single package.
- 4. The original transition for least-developed members was 10 years, later extended.
How you could have got this
- If you were sure statement 2 is not correct, (a), (b) and (c) go: each of them includes 2.
What you needed to know: WIPO is headquartered in Geneva, not Rome.
Only (d) is left. You didn’t need statements 1, 3 or 4.
This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Includes statements 2 and 4, which are false.
- (b) Includes 2 (Rome) and 4 (20 years), both false, and leaves out 1.
- (c) Includes 2 (Rome) and 4 (20 years), both false.
- (d) Right: statements 1 and 3.
