Question 21: Economy and Social Development

Consider the following statements: The Draft Electricity Bill, 2001 seeks to replace

  1. 1.Indian Electricity Act, 1910
  2. 2.Electricity (Supply) Act, 1948
  3. 3.Electricity Regulatory Commission Act, 1998
  4. 4.State Electricity Boards

Which of these statements are correct?

a1, 2 and 3
b2, 3 and 4
c1, 2 and 4
d1, 3 and 4

AnswerThe answer is (a).

The Draft Electricity Bill 2001, which became the Electricity Act 2003, was meant to replace three older laws: the Indian Electricity Act 1910, the Electricity (Supply) Act 1948 and the Electricity Regulatory Commissions Act 1998. It did not replace the State Electricity Boards; instead it provided for them to be restructured into separate generation, transmission and distribution companies. So statements 1, 2 and 3 are correct.

  • 1. The Indian Electricity Act 1910 was to be replaced.
  • 2. The Electricity (Supply) Act 1948 was to be replaced.
  • 3. The Electricity Regulatory Commissions Act 1998 was to be replaced.
  • 4. The Bill restructured the State Electricity Boards; it did not replace them as a law.

How you could have got this

  1. If you were sure statement 4 is not correct, (b), (c) and (d) go: each of them includes 4.

What you needed to know: The Bill restructured the State Electricity Boards; it did not replace them as a law.

Only (a) is left. You didn’t need statements 1, 2 or 3.

This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Right: statements 1, 2 and 3.
  • (b) Wrongly includes the SEBs and leaves out the 1910 Act.
  • (c) Wrongly includes the SEBs and leaves out the 1998 Act.
  • (d) Wrongly includes the SEBs and leaves out the 1948 Act.
