- Why in news
- On 13 July 2026, the Ministry of Panchayati Raj began a four-day National Master Trainers' training on water budgeting in New Delhi, and released the Water Sufficient Panchayats Training Manual (Phase 1 and 2).
- What it is
- This is a capacity-building initiative of the Ministry of Panchayati Raj under the vision of 'Water Sufficient Gram Panchayats'. Master Trainers at State, District and Block levels will help Gram Panchayats prepare Water Security Plans based on water budgeting. The plans are meant to be linked to Gram Panchayat Development Plans (GPDPs).
- Training dates and place
- The first national training of master trainers runs for four days, 13 to 16 July 2026, in New Delhi.
- Phase I coverage
- Phase I covers 10 States, 100 Districts, 100 Blocks and 1,000 Gram Panchayats, including Bihar, Karnataka, Odisha, Rajasthan and Tamil Nadu.
- Manual released
- The Water Sufficient Panchayats Training Manual (Phase 1 and Phase 2) guides Gram Panchayats in preparing participatory, climate-responsive Water Security Plans.
- Link with GPDPs
- The plans are to be integrated with Gram Panchayat Development Plans, and the trainers will support the forthcoming People's Plan Campaign.
- Priority
- The programme is phased, with priority for water-stressed regions.
Don’t confuse with Water budgeting vs water audit: A water budget compares available water with demand for a village. A water audit checks how water is actually used and lost.
Don’t confuse with Jal Jeevan Mission vs this initiative: Jal Jeevan Mission focuses on tap water supply to rural homes. This initiative trains panchayats to plan water sources and demand.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Builds local capacity to plan water use, giving substance to panchayats' role in water management (Eleventh Schedule).
- Linking water plans to GPDPs makes village planning more evidence-based and community-driven.
Problems
- Limited technical staff and data at the Gram Panchayat level.
- Training may not translate into implementation without funds and convergence with other schemes.
Way forward
- Converge water security plans with existing schemes and funds for conservation works.
- Monitor plan quality and outcomes, and strengthen community ownership.

No practice question for this one; the card may still help an answer. Why: Capacity-building training; lasting topic of panchayat water security, but few facts for a question.
Worth revising until Prelims 2028: most news questions come within two years of the event.
