- Why in news
- On 10 August 2026, the Skill Development Ministry told the Lok Sabha that PMKVY 4.0 has added 600+ new-age courses and gave placement, evaluation and fund-release data.
- What it is
- Pradhan Mantri Kaushal Vikas Yojana is the flagship skilling scheme of the Ministry of Skill Development and Entrepreneurship, running since 2015. It gives short-term training and recognises prior learning (RPL) so workers get certified. Courses follow the National Skills Qualification Framework and are run with industry-led Sector Skill Councils.
- Start and components
- PMKVY began in 2015 and offers Short-Term Training and Recognition of Prior Learning.
- Demand-driven design
- There is no State-wise fund allocation under PMKVY 4.0.
- Placement in versions 1.0 to 3.0
- Of 56.89 lakh certified in STT, 24.37 lakh were placed, a rate of 42.8%.
- Industry role
- Sector Skill Councils set competency standards and oversee training, assessment and certification aligned to NSQF.
- Skill India Digital Hub
- SIDH is a unified digital platform linking skilling, education, employment and entrepreneurship.
Don’t confuse with STT vs RPL: Short-Term Training teaches new skills. RPL assesses and certifies skills a worker already has.
Don’t confuse with Sector Skill Councils vs Awarding Bodies: SSCs are industry-led councils that set standards and oversee assessment. Awarding Bodies are industry firms designated to develop job roles.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Aligns skilling with emerging technology jobs and industry demand.
- Certification and OJT can improve employability and income.
Problems
- Funds released fell well below budget estimates in recent years.
- Placement rates under earlier versions were only 42.8%, so outcomes need better tracking.
Way forward
- Strengthen OJT and industry tie-ups to improve placements.
- Use SIDH to link certified candidates to employers and track outcomes.
