- Why in news
- On 28 October 2026 the Union Cabinet approved the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY) as a Centrally Sponsored Scheme for 2026-27 to 2030-31, with an outlay of Rs 7,395.55 crore.
- What it is
- PM VGSY is a Centrally Sponsored Scheme that puts the Gram Panchayat at the centre of local planning. It brings Central and State department plans onto one digital platform to prepare Gram Panchayat Development Plans. It also builds capacity of Panchayat representatives and supports online audit and own-source revenue.
- Duration
- The scheme runs for 2026-27 to 2030-31, the same period as the Sixteenth Finance Commission cycle.
- Outlay and sharing
- Total outlay is Rs 7,395.55 crore: Centre Rs 4,869.48 crore and States Rs 2,526.07 crore.
- Coverage
- It covers all States and UTs, including traditional local bodies in non-Part IX areas where Panchayats do not exist.
- Digital tools
- Planning uses the eGramSwaraj portal, audits use AuditOnline, and outreach uses PANCHAM, an AI-enabled multilingual platform in 17 languages.
- Implementation
- States and UTs submit Annual Action Plans, which a Central Empowered Committee appraises and approves.
- Staffing
- No permanent posts are created; need-based contractual staff may be engaged at State, District and Block levels.
Don’t confuse with PM VGSY vs RGSA: The Rashtriya Gram Swaraj Abhiyan is an earlier Centrally Sponsored Scheme for Panchayat capacity building and governance; PM VGSY is the new scheme for 2026-27 to 2030-31.
Don’t confuse with eGramSwaraj vs AuditOnline: eGramSwaraj is the planning and accounting portal for Panchayats; AuditOnline is the application used for their online audits.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Gives Gram Panchayats a common platform to unite Central and State scheme planning, helping convergence.
- Builds capacity of about 32 lakh elected representatives and boosts accountability and own-source revenue.
Problems
- Weak Panchayat capacity, limited staff and digital access may hinder use of online platforms.
- Devolution of funds, functions and functionaries to Panchayats remains uneven across States, and departments may work in silos.
Way forward
- Devolve functions and funds to Panchayats alongside planning support so plans can be acted upon.
- Invest in last-mile digital infrastructure and regular training, and strengthen Gram Sabha participation.
