- Why in news
- On 28 October 2026 the Ministry of Textiles announced that the PLI Scheme for Textiles portal will reopen from 1 November to 31 December 2026 for Round 4 applications, with eased norms.
- What it is
- The PLI Scheme for Textiles gives production-linked incentives to firms that invest and raise turnover in Man-Made Fibre (MMF) apparel, MMF fabrics and technical textiles. It aims to build scale and global competitiveness in these segments. The Ministry of Textiles runs the scheme and its application portal.
- Products covered
- The scheme promotes MMF apparel, MMF fabrics and technical textiles.
- Turnover criterion
- Minimum turnover under the Part 2 category is cut from ₹200 crore to ₹100 crore, to help MSMEs and mid-sized units.
- Tenure extension
- The tenure is extended up to FY 2033-34, only for applicants approved under Round 4.
- Migration
- Round 1, 2 and 3 participants that have not claimed any incentive can migrate to Round 4 after withdrawing their earlier applications.
- Product basket
- 17 new MMF apparel and fabric products were added, and the condition of setting up a new company was relaxed.
- New proposals
- 84 new proposals, with Rs 10,789 crore investment, Rs 44,081 crore turnover and about 86,740 jobs envisaged.
- Monitoring
- Reviewed by the Ministry, DPIIT (nodal department for all PLI schemes) and the Empowered Group of Secretaries; a Project Management Agency does ground verification; linked to NITI Aayog's Output-Outcome Monitoring Framework.
- Spread of units
- 113 manufacturing units by 91 companies in 17 States and 1 UT.
Don’t confuse with PLI Textiles vs PM MITRA: PLI rewards production and turnover in MMF and technical textiles. PM MITRA parks build integrated textile infrastructure for the value chain.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Lower turnover bar widens access for MSMEs and mid-sized units.
- Longer tenure gives investors a longer horizon to build capacity, supporting jobs and exports.
- Boosts MMF and technical textiles, where India lags in global share compared with its cotton strength.
- Large investment and job creation, with units spread across 17 States and 1 UT.
Problems
- Low uptake in earlier rounds, which is why norms are being eased, shows investors found conditions hard to meet.
- Capital-heavy MMF and technical textiles face stiff global competition.
- MSMEs may find the investment and turnover thresholds hard to meet even after easing.
- Uptake was slow initially, needing repeated extensions and amendments.
Way forward
- Pair incentives with infrastructure, cheaper raw materials and technology support.
- Monitor actual investment and employment against commitments.
- Pair incentives with infrastructure, skilling and raw material cost support so output is competitive.
- Keep monitoring through the PLI portal and outcome framework, and adjust design based on uptake.

No practice question for this one; the card may still help an answer. Why: Lasting scheme; Round 4 reopening with turnover cut to Rs 100 crore and tenure to 2033-34. Useful to read, but a question is less likely on this update.
