Why in news
On 26 April 2026, MoEFCC and the National Biodiversity Authority launched a five-year GEF-UNDP project to strengthen grassroots biodiversity governance in Tamil Nadu and Meghalaya.
What it is
The project is titled 'Strengthening Institutional Capacities for Securing Biodiversity Conservation Commitments'. It is run by the Government of India with the GEF and UNDP. It works through Panchayati Raj Institutions and Biodiversity Management Committees to bring biodiversity into local development plans.
Funding and period
A GEF grant of USD 4.88 million covers 2025–2030, as a joint effort of India, GEF and UNDP.
Landscapes covered
Sathyamangalam landscape in Tamil Nadu and the Garo Hills in Meghalaya (Nokrek Biosphere Reserve, Balpakram National Park, Siju Wildlife Sanctuary).
Financing tools
The project activates Access and Benefit Sharing arrangements, CSR co-financing and green micro-enterprises.
Policy goals it supports
It advances NBSAP 2024–2030, the Kunming-Montreal framework's 30x30 target and India's NDCs under the Paris Agreement.
NBA and BMCs
The National Biodiversity Authority is a statutory body set up under the Biological Diversity Act, 2002, with its headquarters in Chennai. BMCs are set up by local bodies under the same Act.

Don’t confuse with NBA vs State Biodiversity Boards: The NBA is the national statutory body under the Biological Diversity Act, 2002. State Biodiversity Boards work at State level, and BMCs at local-body level.

Don’t confuse with GEF vs UNDP: GEF provides the grant funding. UNDP is the implementing agency for the project.

Environment: Prelims tests bodies, programmes and the law behind them; Mains asks why plans fall short.

No practice question for this one; the card may still help an answer. Why: Lasting topic on biodiversity governance, linked to National Biodiversity Authority and Biodiversity Management Committees. Few testable facts; UPSC rarely sets questions on a project like this.

Worth revising until Prelims 2027: most news questions come within two years of the event.
