Why it matters
- Moves civil service training from rule-based to role-based, competency-linked HR.
- Linking courses to APAR ties learning to career assessment.
- Local-language courses widen access to training for officials across States.
- Role-based, continuous learning can make public service more responsive and citizen-centric.
- Whole-of-government coordination and tech and data skills improve decision-making and service delivery.
Problems
- Completion of courses may become a compliance exercise rather than real skill gain.
- The portal does not capture district-wise data, which limits monitoring of local reach.
- Changing administrative culture from rank-focused to duty-focused is slow.
- Uneven uptake of training across states and departments.
Way forward
- Assess outcomes through impact evaluation of learning on service delivery, not just completions.
- Ensure connectivity and offline access for field-level staff.
- Link learning on iGOT to postings and performance appraisal.
- Build AI and data skills and coordination across departments and states.

No practice question for this one; the card may still help an answer. Why: Capacity-building programme approved 2020 with iGOT platform; schemes are 16% of Prelims news questions, but this is a routine update.
Worth revising until Prelims 2028: most news questions come within two years of the event.
