Civil Services is a branch of bureaucracy that deals with the civil affairs of the administration. Civil servants are recruited by the independent constitutional bodies: Union Public Service Commission (UPSC) and state PSCs.
Civil services in India have been suffering from:
Body · points
(1) Lack of training, especially at lower bureaucracy. (2) 'Colonial' mindset of bureaucrats. (3) Cumbersome red-tapism. (4) Lack of adherence to the code of conduct and code of ethics of the public service. (5) Rigidity & slow progress in work leading to delays. (6) Lack of management and technical skills. (7) Lack of coordination and interconnectedness among departments.
They Civil servants have been referred to as 'dead wood' which are unresponsive, non-committed and not caring.
These problems emerge when the officer joins the system and becomes the 'part of the system' which is slow, anachronistic and unchanging.
The recent proposal for cadre and service allocation policy had been a recommendation of Hota Committee (2004): • It will let an officer choose his/her cadre & service after selection into the service.
• This will give officer time to size up his own capabilities and see where he can do justice and to himself and to the people.
However, there are concerns that this will dilute power of UPSC by: • giving the Department of Personnel a say in recruitment process, which may be non-partisan.
But, this is not so true since even in the present time, UPSC only recommends a candidate to the service and cadre and service allocation are by DoPT itself.
• Any reforms in civil services must be objective, and address the challenges of the 21st century.
