Why in news
On 16 April 2026, Home Minister Amit Shah spoke in the Lok Sabha on the Delimitation Bill, 2026 and the Constitution (131st Amendment) Bill, 2026. He said southern states would not lose share under a 50% increase in seats, from 543 to 816.
What it is
Delimitation is the redrawing of Lok Sabha and Assembly constituency boundaries and the number of seats, based on the latest Census. It is done by a Delimitation Commission set up under an Act of Parliament, whose orders have the force of law and cannot be questioned in court. Seat numbers have been frozen by constitutional amendments, so a fresh exercise needs an amendment.
Proposed House size
The 50% increase model raises Lok Sabha seats from 543 to 816.
Southern states' seats
Southern states' combined seats rise from 129 to 195, keeping their share near 24 per cent.
Delimitation Commission Act
The Minister said the existing Delimitation Commission Act is repeated unchanged.
Constitutional basis
Articles 82 and 170 provide for readjustment after each Census. Article 81 caps the Lok Sabha at 550 members (530 from states, 20 from UTs), so 816 seats need an amendment.

Don’t confuse with Delimitation vs reservation of seats: Delimitation redraws boundaries and seat numbers. Reservation of seats for SC/ST (or women) decides which seats are reserved.

Don’t confuse with Seat freeze: 42nd vs 84th/87th/91st: The 42nd Amendment froze seat allocation at 1971 Census levels. The 84th Amendment extended the freeze to the first Census after 2026. The 87th Amendment allowed boundaries to be redrawn on the 2001 Census, with total seats unchanged.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
