- Why in news
- On 30 March 2026 the Finance Ministry told Lok Sabha about steps to widen Kisan Credit Card access, including priority sector norms, interest subvention and digital portals.
- What it is
- The Kisan Credit Card (KCC) gives farmers short-term credit for crops and related needs through one revolving limit. Its reach is shaped by RBI's Priority Sector Lending norms, yearly Ground Level Credit targets and the Modified Interest Subvention Scheme. Since 2019 it also covers working capital for animal husbandry, dairying and fisheries.
- PSL agriculture target
- Covered banks must lend at least 18% of ANBC or CEOBSE, whichever is higher, to agriculture. Of this, 10% is a sub-target for small and marginal farmers.
- KCC extended to allied activities
- Since 2019 the KCC covers working capital for animal husbandry, dairying and fisheries.
- Digital channels
- Jan Samarth is a one-stop portal linking government-sponsored loans, including KCC. NABARD's e-KCC portal lets RRB and rural cooperative bank applicants apply without visiting branches.
- District-level credit incentives
- PSL norms give incentives for districts with low priority sector credit flow and disincentives for districts with high flow, to spread credit more evenly.
- KCC extension
- Since 2019, KCC covers working capital for animal husbandry, dairying and fisheries.
- PLP and GLC
- NABARD prepares the district Potential Linked Credit Plan under the Lead Bank Scheme; these are aggregated at state level and inform the GLC target.
Don’t confuse with MISS vs the Rs 2 lakh collateral-free limit: MISS is a government interest subsidy on KCC short-term loans. The collateral-free limit is an RBI rule on security for such loans. They are separate instruments.
Don’t confuse with GLC target vs PSL norm: The Ground Level Credit target is set yearly by the Government for banks. The PSL norm is a standing RBI percentage requirement.
Don’t confuse with GLC target vs PSL target: GLC is a yearly government target for agri credit set by region, agency and loan type. PSL is an RBI norm of a share of bank credit (18% for agriculture).
Don’t confuse with Interest subvention vs prompt repayment incentive: The 7% rate is after the subvention. The extra 3% for prompt repayment brings it to 4%.
Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.
Why it matters
- Cheap, collateral-free and digital credit reduces farmers' reliance on moneylenders.
- District incentives under PSL push credit towards under-served regions.
- Cheaper, collateral-free credit helps small and marginal farmers avoid informal moneylenders.
- Targets for allied sectors widen credit to dairy and fisheries.
Problems
- Small and marginal farmers, over 86% of the sector, can still face documentation and awareness gaps.
- Weak rural bank branch reach and uneven credit flow across districts persist.
- Credit flow is uneven across districts and regions, with low flow in backward areas.
- Weak rural cooperative banks and RRBs limit last-mile lending.
Way forward
- Expand digital onboarding and financial literacy through e-KCC, Jan Samarth and literacy camps.
- Strengthen grievance redressal through Lead Bank forums and ombudsman mechanisms.
- Target districts with low credit through incentives and PM-DDKY.
- Strengthen RRBs and cooperatives through technology upgrades and NABARD refinance.
Put in your answer
PSL agriculture sub-target: 18% of ANBC to agriculture, with a 10% sub-target for small and marginal farmers.
Effective 4% farm loan rate: MISS plus the prompt repayment incentive cuts the effective interest on short-term KCC loans to 4%.
