Pradhan Mantri Fasal Bima Yojana (PMFBY)

GS3 AgricultureGS2 Welfare schemesPrelims and Mains

Why in news
On 29 August 2026, PIB issued a explainer on PMFBY. It cites ₹12,200 crore for 2026–27, over ₹2.06 lakh crore in claims in ten years, and West Bengal rejoining from Kharif 2026.
What it is
PMFBY is the central crop insurance scheme launched on 18 February 2016. It insures farmers against yield loss and specified localised and post-harvest risks at low farmer premium rates. Premium above the farmer share is subsidised by the Centre and states.
Prevented sowing
Insured farmers prevented from sowing by adverse weather can claim up to 25% of the sum insured.
Post-harvest cover
Crops in cut-and-spread condition for drying in the field are covered for up to 14 days after harvest against specified cyclonic and unseasonal rain events.
YES-TECH
It uses remote sensing for crop yield estimates. It was launched for paddy and wheat in Kharif 2023.
RWBCIS
The Restructured Weather-Based Crop Insurance Scheme pays on weather parameters as a proxy for crop damage, not assessed yield loss.
Farmer premium cap
Farmers pay at most 2% of sum insured for Kharif, 1.5% for Rabi and 5% for commercial/horticultural crops.
Subsidy sharing
The balance of the actuarial premium is shared 50:50 by Centre and states. North Eastern States (from Kharif 2020) and Himalayan States (from Kharif 2023) share it 90:10.
Alternate Risk Transfer models
Besides standard PMFBY, there are three models: cup and cap (80:110), cup and cap (60:130), and profit and loss sharing. States may choose any one.
Crops and stages covered
Cover runs from pre-sowing to post-harvest for food crops, oilseeds and annual commercial horticultural crops notified by the state.
Clustering of districts
States group districts so each cluster mixes different risk profiles. This lowers expected sum insured and bidded premium.
Wild animal cover
Wild animal losses were not covered earlier as they are preventable. States can now notify them on individual assessment as an add-on at state cost.
Inundation
Inundation cover is available for all notified crops. For paddy, jute, mesta and sugarcane it is excluded for localised claims.
Operational Guidelines revised
The guidelines were comprehensively revised in 2018, 2020 and 2023.
Late-claim penalty
A 12% penalty on insurers for delayed claim payment is auto-calculated on NCIP.
Escrow account
States must open an escrow account to deposit their premium share in advance, mandatory from Kharif 2025.

Don’t confuse with PMFBY vs RWBCIS: PMFBY pays on area-based assessed yield loss, plus localised and post-harvest cover. RWBCIS pays on weather index triggers, mainly for fruit, vegetable and plantation crops.

Don’t confuse with YES-TECH vs WINDS: YES-TECH estimates yields by remote sensing. WINDS gathers hyperlocal weather data through automatic weather stations and rain gauges.

Scheme

Per Drop More Crop (PDMC)

GS3 AgriculturePrelims and Mains

Why in news
On 29 August 2026, PIB published a explainer on Per Drop More Crop (PDMC), reporting over 115 lakh hectares under micro irrigation as of July 2026 and new flexibility for states on water storage works.
What it is
Per Drop More Crop (PDMC) is a centrally sponsored scheme that gives financial help to farmers to install drip and sprinkler irrigation. It began in 2006 as a micro irrigation scheme, was named PDMC under PMKSY from 2015-16, and since 2022-23 runs under PM-RKVY. Its aim is more crop from each unit of water.
Type and coverage
PDMC is a centrally sponsored scheme supporting drip and sprinkler irrigation.
Subsidy rates
Small and marginal farmers get 55% assistance; other farmers get 45%.
Repeat assistance
Farmers can get assistance again for the same land after seven years.
Implementation bodies
The National Stewardship Council gives national direction; the State Level Sanctioning Committee approves state plans.

Don’t confuse with PDMC vs PMKSY: PMKSY is the wider irrigation scheme that housed PDMC in 2015-16 to 2021-22; PDMC now sits under PM-RKVY.

Don’t confuse with Drip vs sprinkler: Drip waters the root zone through emitters; sprinklers spray water under pressure through nozzles, simulating rain.

Don’t confuse with Shanghai Five vs SCO: The Shanghai Five was the earlier grouping. The SCO was formed from it in 2001.

GOBARdhan National Circular Bioenergy Scheme

GS3 Energy and bioenergyGS3 Environment and waste managementPrelims and Mains

Why in news
On 29 August 2026 the Ministry of Petroleum and Natural Gas said that the revised CBG price under the GOBARdhan Scheme will not materially burden CNG and household PNG consumers. It was replying to a newspaper article that claimed a large extra burden.
What it is
GOBARdhan is a unified national scheme run by the Ministry of Petroleum and Natural Gas to scale up Compressed Biogas (CBG). It brings under one framework assured offtake, pricing, capital aid, pipelines, credit guarantee and a challenge fund. It builds on earlier efforts such as SATAT, the MDA and BAM schemes and the National Bioenergy Programme.
Affordability support
The Government will give ₹10 per kg of CBG, about ₹215 per MMBtu for CBG with 95% methane. This is not recovered from gas consumers.
Pooling of cost
CBG is pooled with other domestic gas. Earlier its cost fell only on APM gas for CNG (Transport) and PNG (Domestic). The new base is about 2.5 to 3 times larger.
Nodal ministry
The scheme is run by the Ministry of Petroleum and Natural Gas.
CBG obligation
City Gas Distribution entities must meet a CBG Obligation of 3% in 2026-27, 4% in 2027-28 and 5% from 2028-29, in CNG (Transport) and PNG (Domestic).
Administered price
A stable administered CBG price of Rs.2,110 per MMBTU, with a minimum ten-year horizon.
Capital assistance
Eligible greenfield projects get up to Rs.2 crore per tonne per day of installed CBG capacity; brownfield expansions are also eligible.
Six components
Assured offtake, stable pricing, capital assistance, pipeline infrastructure, credit guarantee support, and a CBG Ecosystem Challenge Fund.

Don’t confuse with Procurement price vs consumer price: ₹2,110 per MMBtu is what producers get. It is not what CNG or PNG consumers pay directly.

Don’t confuse with GOBARdhan vs SATAT: SATAT was the earlier initiative to set up CBG plants and buy CBG. GOBARdhan is the newer unified framework that builds on it.

Don’t confuse with CBG vs CNG: CBG is purified biogas from organic waste and is chemically equivalent to natural gas; CNG is compressed natural gas, usually fossil.

Don’t confuse with Greenfield vs brownfield: Greenfield means a new plant; brownfield means expansion of an existing one.
