Shipbuilding Financial Assistance Policy and Shipbuilding Development Scheme
GS3 Infrastructure and IndustryGS2 Government policiesPrelims and Mains
- Why in news
- On 14 March 2026 the Ministry of Shipping told the Lok Sabha how far the Shipbuilding Financial Assistance Policy (SBFAP) has progressed, and about the September 2025 shipbuilding package including the Shipbuilding Development Scheme (SBDS).
- What it is
- The Shipbuilding Financial Assistance Policy gives Indian shipyards financial aid on ships they build and deliver. The aim is to raise domestic shipbuilding and reduce dependence on foreign yards. In September 2025 the Government added a wider package to deal with the sector's weak demand, costly finance and limited capacity.
- Approvals under SBFAP
- 288 contracts worth ₹19,748 crore, covering 456 vessels, have in-principle approval.
- Disbursement
- ₹620.57 crore has been paid to 23 shipyards for 204 vessels built and delivered.
- SBDS
- Approved September 2025, it offers credit risk coverage to Indian shipyards and viability gap funding as capital assistance to brownfield yards for capacity expansion.
- September 2025 package
- It includes SBFAS, the Maritime Development Fund (MDF) and SBDS.
Don’t confuse with SBFAP vs SBDS: SBFAP pays assistance on ships built and delivered. SBDS gives credit risk coverage and capital assistance for yard capacity expansion.
Don’t confuse with SBFAS vs SBFAP: SBFAS is the scheme in the September 2025 package. SBFAP is the earlier policy under which the contracts were approved.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Shipbuilding has a high employment multiplier of 6.4, so it can create many direct and indirect jobs.
- Domestic yards cut dependence on foreign shipping and build competitiveness in the maritime sector.
Problems
- Weak domestic demand, high cost of financing, and capacity and technology limits hold back growth.
- Only ₹620.57 crore is disbursed against approvals of ₹19,748 crore of contracts, showing a gap between approval and delivery.
Way forward
- Use the Maritime Development Fund and credit risk coverage to bring down financing costs.
- Expand brownfield yard capacity and technology through SBDS, and speed up disbursement.
