Kimberley Process Certification Scheme

GS2 International organisations and groupingsGS3 EconomyPrelims and Mains

Why in news
India, as KP Chair 2026, is hosting the Kimberley Process Intersessional Meeting in Mumbai from May 11 to 14, 2026 (reported May 12, 2026).
What it is
The Kimberley Process Certification Scheme is a tripartite body of governments, industry and civil society. It aims to keep conflict diamonds out of the legitimate rough diamond trade through a certification system. It decides by consensus and has a rotating annual chair.
Legal origin
The scheme was set up under UN General Assembly Resolution 55/56 of 2000.
Structure
It brings together governments, industry and civil society, and works by consensus.
Industry participant
The World Diamond Council represents industry in the process.
Next step
The KP Plenary is due in New Delhi later in 2026.
Not a UN body
The KP is not a formal international organisation; it has no permanent secretariat and is run by a rotating chair.
Membership
It has 60 Participants representing 86 countries; the EU and its Member States count as one bloc.
Stakeholders
Participants, Observers, the World Diamond Council (industry) and the Civil Society Coalition take part in the meetings.
Nature
The KP is not a formal international organisation. It has no permanent secretariat and the chair rotates annually.
Launch
The scheme started operating in 2003.

Don’t confuse with Kimberley Process vs Financial Action Task Force: The KP certifies rough diamonds to block conflict diamonds. The FATF sets standards against money laundering and terror financing.

Don’t confuse with Intersessional vs Plenary: The intersessional is a mid-year working meeting. The plenary is the annual decision-making meeting.

Don’t confuse with KP vs UN Security Council sanctions: The KP is a certification scheme backed by a UNGA resolution. UNSC sanctions on conflict diamonds from specific countries are separate measures.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

Worth revising until Prelims 2027: most news questions come within two years of the event.

IFAD and India Country Strategic Opportunities Programme

GS2 International organisationsGS3 Rural economyPrelims and Mains

Why in news
On 12 May 2026, India and IFAD launched an eight-year Country Strategic Opportunities Programme (COSOP) for 2026–2033 at Bharat Mandapam, New Delhi. IFAD and NABARD also signed a strategic partnership agreement.
What it is
IFAD is a specialised UN agency and international financial institution that funds rural poverty reduction and food security, mainly in developing countries. A COSOP is IFAD's country-level strategy document. It sets priorities for IFAD's lending and support in a member country over several years, in line with national plans.
Period of the new COSOP
The new India COSOP runs for eight years, from 2026 to 2033.
Two strategic priorities
One priority is social, economic and climate resilience of rural communities. The other is strengthening knowledge systems to scale proven models in India and the Global South.
Grassroots institutions
The strategy stresses SHGs, FPOs and cooperatives as platforms linking finance, technology, infrastructure and markets.
IFAD-NABARD pact
IFAD and NABARD signed a strategic partnership agreement on rural finance and agricultural innovation.
Length of partnership
India-IFAD ties span nearly five decades, with 35 rural development projects.
IFAD status and HQ
IFAD is a specialised agency of the UN with headquarters in Rome.

Don’t confuse with IFAD vs FAO: Both are UN bodies based in Rome. IFAD is a financing institution for rural poverty. FAO is a technical agency on food and agriculture.

Don’t confuse with IFAD vs NABARD: IFAD is an international UN agency. NABARD is India's apex development bank for agriculture and rural development.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

Science and technology

IMD AI-based Monsoon Advance Forecast System

GS3 Science and TechnologyGS1 GeographyPrelims and Mains

Why in news
On 12 May 2026, Dr Jitendra Singh launched two Ministry of Earth Sciences forecast products in New Delhi: IMD's first AI-driven monsoon advance forecast, and a 1-km rainfall forecast pilot for Uttar Pradesh.
What it is
These are two forecast services built jointly by IMD, IITM Pune and NCMRWF under the Ministry of Earth Sciences. One gives probabilistic forecasts of monsoon progression using AI models. The other uses AI downscaling to give very fine-scale rainfall forecasts. Both aim at impact-based, location-specific advice for farmers and administrators.
Developers
IMD, IITM Pune and NCMRWF jointly developed both systems under MoES.
Monsoon advance forecast
Probabilistic forecasts of monsoon progression are issued every Wednesday, up to four weeks ahead.
Coverage
The monsoon product serves farmers in 16 States and over 3,000 sub-districts, through the Agriculture Ministry's dissemination framework.
Uttar Pradesh pilot
A pilot gives rainfall forecasts at 1-km resolution up to 10 days ahead, using AI downscaling.
Data inputs
The UP system uses automatic rain gauges, automatic weather stations, Doppler radars and satellite rainfall data.
Doppler radars
India had 16-17 Doppler Weather Radars about a decade ago; now around 50, with another 50 planned under Mission Mausam.

Don’t confuse with IMD vs IITM vs NCMRWF: IMD issues operational forecasts; IITM Pune is a research institute on tropical meteorology; NCMRWF runs medium-range numerical weather prediction. All fall under MoES.

Don’t confuse with Downscaling vs forecasting: Downscaling converts coarse model output to finer local resolution; it is not a separate forecast model.

Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: A lasting topic in weather technology; facts are mostly product details, so a Prelims question is unlikely.

Worth revising until Prelims 2027: most news questions come within two years of the event.

In the news

Indian Cyber Crime Coordination Centre (I4C)

GS3 Internal security: cyber crimePrelims and Mains

Why in news
On 12 May 2026, the Indian Cyber Crime Coordination Centre (I4C) under the Home Ministry and the Reserve Bank Innovation Hub (RBIH) signed an MoU to curb mule accounts and cyber financial fraud using AI.
What it is
I4C is the Ministry of Home Affairs body that coordinates the national response to cyber crime among law enforcement agencies. It runs platforms such as the National Cybercrime Reporting Portal and the Suspect Registry. RBIH is the Reserve Bank of India's wholly owned subsidiary that promotes innovation in the financial sector.
Parties to the MoU
I4C of the Ministry of Home Affairs and the Reserve Bank Innovation Hub signed the MoU.
Areas of cooperation
The MoU covers fraud-risk intelligence sharing, analytical support and operational coordination.
RBIH status
RBIH is a wholly owned subsidiary of the Reserve Bank of India.
I4C platforms
I4C works through the National Cybercrime Reporting Portal (NCRP), the Suspect Registry and other intelligence-sharing mechanisms.
Constitutional basis
Police and Public Order are State subjects in the Seventh Schedule. The Centre supports States through advisories and financial assistance.
Samanvaya platform
An MIS, data repository and coordination platform for LEAs. Its Pratibimb module maps locations of criminals and crime infrastructure.
e-FIR
The e-FIR system for cybercrime cases is in place in Delhi, Rajasthan, Chandigarh, Madhya Pradesh, Goa and Uttarakhand.

Don’t confuse with I4C vs CERT-In: I4C coordinates law-enforcement action against cyber crime under the Home Ministry. CERT-In is the technical agency for cyber security incidents, under the Ministry of Electronics and IT.

Don’t confuse with RBIH vs RBI: RBIH is a separate company that is a wholly owned subsidiary of the RBI, set up to promote financial-sector innovation. It is not the central bank itself.

Don’t confuse with CFCFRMS vs Suspect Registry: CFCFRMS handles immediate reporting of financial frauds to stop funds leaving. The Suspect Registry is a database of cyber criminal identifiers shared with banks.

No practice question for this one; the card may still help an answer. Why: I4C is a lasting body on cyber security, but the MoU has few facts to test.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Scheme

PM E-DRIVE Scheme

GS3 IndustryGS3 EnvironmentPrelims and Mains

Why in news
On 12 May 2026 in Bengaluru, Union Minister H.D. Kumaraswamy announced approval of 1,243 EV chargers for Karnataka (₹123.26 crore) under PM E-DRIVE, at a national EV charging conference.
What it is
PM E-DRIVE is a Ministry of Heavy Industries scheme with a ₹10,900 crore outlay. It gives demand incentives for electric vehicles and funds public charging stations and e-buses. It took over the Electric Mobility Promotion Scheme (EMPS) 2024 and builds on the FAME schemes.
Objective
Faster EV adoption, charging infrastructure and an EV manufacturing ecosystem.
Outlay
The total outlay is ₹10,900 crore.
No impact assessment
The government says no formal impact assessment has been done. EV penetration rose from 0.7% in FY 2019-20 to 8.2% in FY 2025-26.
Charging allocation
₹2,000 crore is earmarked for public EV charging infrastructure.
Approvals so far
Proposals worth ₹503.86 crore are approved for 4,874 chargers across States and CPSEs such as HPCL, IOCL and BPCL.
Karnataka approval
1,243 chargers with an outlay of ₹123.26 crore were approved for Karnataka.
FAME-II chargers
Under FAME-II, oil marketing companies installed 8,932 chargers with ₹873.5 crore subsidy.
Unified charging app
The Ministry is developing Unified Bharat e-Charge (UBC), a single app to discover, access and pay across multiple charging networks.
e-2W extension
The electric two-wheeler segment is extended by three months, to 31 July 2026.
e-3W extension
The e-3W segment, including e-rickshaws and e-carts, is extended by two years, to 31 March 2028.
Role in the EV value chain
PM E-DRIVE gives demand-side support. The REPM scheme handles supply-side constraints, and the Phased Manufacturing Programme (PMP) localises EV sub-systems in phases.
Nodal ministry
The scheme is run by the Ministry of Heavy Industries.

Don’t confuse with PM E-DRIVE vs PLI-ACC: PM E-DRIVE gives demand incentives and funds chargers and buses. The PLI scheme for Advanced Chemistry Cell batteries (₹18,100 crore, 50 GWh, from 12 May 2021) supports battery manufacturing.

Don’t confuse with PM E-DRIVE vs EMPS 2024: EMPS 2024 was the earlier scheme for e-2W and e-3W. It was subsumed into PM E-DRIVE.

Don’t confuse with PM E-DRIVE vs FAME-II: FAME-II was the earlier Ministry of Heavy Industries EV subsidy scheme under which OMCs installed chargers. PM E-DRIVE is the later scheme, with ₹10,900 crore outlay.

Don’t confuse with PLI ACC vs PLI Auto vs REPM: PLI ACC (₹18,100 crore) is for battery cells. PLI Auto (₹25,938 crore) is for cleaner vehicles. REPM (₹7,280 crore) is for rare earth magnets.

Don’t confuse with PM E-DRIVE vs FAME: FAME (Faster Adoption and Manufacturing of Electric Vehicles) was the earlier series of incentive schemes. PM E-DRIVE is the later scheme that builds on it.

Don’t confuse with PM E-DRIVE vs REPM scheme: PM E-DRIVE gives demand-side incentives. The ₹7,280 crore REPM scheme supports domestic making of sintered rare earth permanent magnets, a supply-side step.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Schemes are 16% of news-linked Prelims questions; this release gives only approval figures, so no question.

Worth revising until Prelims 2028: most news questions come within two years of the event.
