Corruption = Discretion + Monopoly - accountability

Administration is not a black-&-white law, it is rather a grey area. There is lots of discretion involved, as well as needed, when it comes to governance. However, it is a

double-edged sword

  • Blessing (1) Efficiency : Saves time (2) Economy : Cost cut (3) Innovation : new technique (4) Feeling of responsibility

  • Curse (1) Lack of accountability (2) Can give rise to corruption, nepotism, etc. (3) Leads to high-handedness of bureaucracy

Thus, we can't sacrifice one aspect for the sake of other. There is a need for accountable discretion, which can be enforced in following ways :

(1) Internal checks & balance (2) Supervision & monitoring (3) External audits (4) Citizens' participation → RTI → e-governance (5) 360° performance appraisal
