(1) Intellectual integrity refers to standing up for what one believes is right i.e. staying true to intellect & fostering critical thinking & questioning. Role of intellectual integrity in administrative decision making (1) Taking decisions based on objectivity & evidence & not mere populism. Eg → fund allocation on housing vs sanitation scheme (2) Providing honest opinions/expertise to public representatives. Eg → socio-economic aspects of a scheme (3) Question existing stereotypes & encourage critical thinking & creativity. (2) Citizen Charter is the written commitment given by a public institution to citizens setting standards for quality service delivery. Eg LIC charter gives benchmark for claim settlements. Role of Citizen Charter (CC) in good governance (1) Ensures accountability of service provider. Eg IRCTC charter on who to reach out for a service. (2) Grievance redressal mechanism for improved services. Eg Public Banks give contact no. to complaint. (3) Provides feedback to organisations for improvement. Eg high complaints require process reengineering. (4) Citizen participation as now they can demand service standards. Civil servant must conduct pilot studies, awareness drives and robust grievance redressal mechanisms (IARC) for best utilization of CC. (3) While family acts as first informal institution, school & education system act as first formal system for value inculcation. (2) Both provide role models (Eg: Gokhale for Gandhiji; gandhiji's mother's sacrifice). (3) Both use operant conditioning (parents reward/punish, schools also do the same). Contrast/ difference in their roles: Family: Essence of love, values taught are sacrifice & selflessness. Educational institutions: Essence of public place, values taught innovation, learning, curiosity. (4) Tolerance entails respect & appreciation for those who're different from us. Importance of tolerance for governance: (1) Ensures peace between communities reducing need for police control mechanisms (Eg: peace committees set up in Nuh, Haryana). (2) Coming together of diverse ideas → growth & development (Eg: 'melting pot' in America). (3) Reduced expenditure in maintaining law & order → more on public welfare (Eg: peace in Japan post world war, raised prosperity). (4) Citizens, especially most vulnerable like women from minorities can participate more in governance. (5) Public servants carry huge responsibility of public welfare, which requires ethical conduct in both public & private lives. (6) Conscience is the inner voice of a person. It is an intellectual decision making process with respect to morality of a situation. (7) Empathy helps to experience emotions of others in oneself. (8) Rising inequality between rich & poor nations in economy, wealth etc. has significant implications. (9) IPCC report highlights that the global temperature has increased by 1.1°C since pre industrial times. (10) Impartiality & neutrality are two core virtues of a civil servant. You are an IAS officer with 10 years of service. This is your 1st posting as a District Magistrate (DM) in a big city. Prior to this you have always held not so important junior designations in the remote parts of the state. You are happy that you got a lucrative posting and now your children can have good schooling in the city. As a DM, you are appointed as the Returning Officer (RO) for the 18th Lok Sabha elections in your district's parliamentary constituency. In the above capacity, you are responsible for overseeing the electoral process, ensuring conducting a free, fair and transparent election in the constituency as well as upholding the democratic ethos of the constitution and public at large. A powerful politician serving as a minister from the ruling party is contesting election from the constituency. You are well versed with the fact that the minister adopts malpractices during the election. The minister approached and promised you with key positions, career advancements and further promotions in future on the condition that you overlook his corrupt practices during this election. He also warns you of the consequences if his demands are not met. Since, for the past many years, you have been assigned to less significant posts in the state, you cannot simply let go of such postings in near future. 1. As a civil servant what are the ethical dilemmas involved in the above situation? 2. List the options available to you and justify which one you would choose.

Karthik has been posted as a SDM in a part of the district that is backward and is facing the problem of high malnourishment among children. As soon as he assumed charge, he was mandated by the DM to take immediate action against the issue and show progress. He collects the basic information and facts about the issue and learns that the major reason for malnourishment among children is women of the district being anaemic. The patriarchal setup prevailing in the area has allowed least opportunities for the women to grow. Most of the girls are married off once they attain puberty. The administrative set up has turned blind eye to the situation, not wanting the wrath of communities. Mostly confined to home and engaged in the household work, women haven't been able to access the public healthcare facilities. In addition to this, there is rampant corruption in the ground among law enforcement agencies as well as the healthcare workers who are diverting the benefits given for pregnant women. a. What are the ethical issues involved in the present case? b. What measures would you adopt to improve the nutritional status of children of the district?
