Opening · a constitutional or legal provision

74th Constitution Amendment Act, 1992 - provided constitutional status to the Urban Local Bodies. It added new Part i.e., Part IXA and XIIth Schedule to the Indian constitution.

Working of Urban local bodies :- The constitution provides for :

Body · points

(1) creation of municipalities in urban area along with Nagar Panchayats & municipal Corporation depending on the population. (2) It has provision of regular elections every 5 years. (3) provides for reservation of seats for SC/STs & women. (4) There are 8 types of urban local bodies -> eg:- Town Area committee, Cantonment, Notified area committee, etc.

Issues :- (1) The major challenge of this institution has been - increased politicisation of the post of municipality. (2) Increased contention has reduced it to the level of mere puppet in hand of political leader. (3) It is seen as a symbol of power and less as a symbol of decentralisation of power. (4) Eg :- In Delhi the role of MCD and PWD are in conflict leading to several issues.

Close · a way forward

Because of which the real aim of these bodies have not been realised there is a need to decouple the urban local bodies from multiple parastatals to ensure their autonomy.
