Question 54: History and Culture

With reference to the proposals of Cripps Mission, consider the following statements :

  1. 1.The Constituent Assembly would have members nominated by the Provincial Assemblies as well as the Princely States.
  2. 2.Any Province, which is not prepared to accept the new Constitution would have the right to sign a separate agreement with Britain regarding its future status.

Which of the statements given above is/are correct ?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerUPSC’s answer is (b).

The Cripps proposals of 1942 promised dominion status after the war and a Constituent Assembly. Provincial members would be elected by the lower houses of the provincial legislatures through proportional representation, while the princely states would nominate their own representatives, so statement 1 is wrong. Any province unwilling to accept the new Constitution could stay out and negotiate a separate arrangement with Britain, the clause that foreshadowed Pakistan.

  • 1. Provincial members were to be elected by the lower houses of the provincial assemblies; only the states nominated.
  • 2. A province could decline the Constitution and sign a separate agreement with Britain.

How you could have got this

  1. If you were sure statement 1 is not correct, (a) and (c) go: each of them includes 1.

What you needed to know: Provincial members were to be elected by the lower houses of the provincial assemblies; only the states nominated.

  2. Then, if you were sure statement 2 is correct, (d) goes: it leaves 2 out.

What you needed to know: A province could decline the Constitution and sign a separate agreement with Britain.

Only (b) is left. This one needs every statement.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Wrong. Provincial members were to be elected, not nominated.
  • (b) Correct. The non-accession option was part of the proposals.
  • (c) Wrong. Statement 1 is false.
  • (d) Wrong. Statement 2 is correct.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
