Question 12: Polity and Governance

Which part of the Constitution of India declares the ideal of Welfare State ?

aDirective Principles of State Policy
bFundamental Rights
cPreamble
dSeventh Schedule

AnswerUPSC’s answer is (a).

The Directive Principles in Part IV (Articles 36 to 51) lay down the goals of a welfare State: a social order promoting the welfare of the people (Article 38), adequate livelihood, equal pay for equal work, health, education and care of the weak. The Preamble states broad ideals of justice, liberty and equality; Fundamental Rights limit State power; the Seventh Schedule only divides legislative powers.

Why each option is right or wrong
  • (a) Right: Part IV, the Directive Principles, declares the welfare State ideal.
  • (b) Wrong: Fundamental Rights guard individuals against the State and are enforceable.
  • (c) Wrong: the Preamble states general ideals, not the welfare programme.
  • (d) Wrong: the Seventh Schedule only lists Union, State and Concurrent subjects.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
