Question 11: Polity and Governance

A Parliamentary System of Government is one in which

aall political parties in the Parliament are represented in the Government
bthe Government is responsible to the Parliament and can be removed by it
cthe Government is elected by the people and can be removed by them
dthe Government is chosen by the Parliament but cannot be removed by it before completion of a fixed term

AnswerUPSC’s answer is (b).

In a parliamentary system the executive is drawn from the legislature and holds office only while it enjoys the legislature's confidence; a no-confidence vote removes it. In India the Council of Ministers is collectively responsible to Lok Sabha under Article 75(3). A government chosen by the people directly, or one that serves a fixed term regardless of the legislature, describes the presidential model.

Why each option is right or wrong
  • (a) Wrong: only the majority party or coalition forms the government; opposition parties sit outside it.
  • (b) Right: the government is responsible to Parliament and falls if it loses confidence.
  • (c) Wrong: ministers are not directly elected by the people; they are chosen from the legislature.
  • (d) Wrong: a fixed term with no removal by the legislature is a presidential feature.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
