Question 24: Reading Comprehension

Passage - 3 · as printed by UPSC
Passage beginning “The rural poor across the world, including…”

What is the most logical and rational corollary to the above passage ?

aSupporting small farmers is an important part of any agenda regarding environmentally sustainable development.
bPoor countries have little role to play in the mitigation of global warming.
cDue to a large number of farmer households, India will not have food security problem in the foreseeable future.
dOnly small-holder farmers in India can ensure food security.

AnswerUPSC’s answer is (a).

The passage says the rural poor contributed little to climate change yet face its worst effects, and that small farms support the food and livelihood of a vast number of people and produce a large share of India's grain. The corollary is that backing small farmers must be part of any sustainable-development plan. The 'only' and 'no problem' claims overreach, and little blame is not the same as no role in mitigation.

Why each option is right or wrong
  • (a) Right: small farmers are vital to food security and bear climate risk, so supporting them belongs in sustainable development.
  • (b) Wrong: contributing little to the problem is not the same as having no role in mitigation.
  • (c) Wrong: climate threats to farmers point to risk, not to security.
  • (d) Wrong: 'only' is unsupported; small farmers produce a large share, not all.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
