Question 18: Reading Comprehension

Passage · as printed by UPSC
Passage beginning “It is no longer enough for…”Passage beginning “It is no longer enough for…”

With reference to the above passage, the following assumptions have been made :

  1. 1.The Right to Education guarantees teachers' accountability for the learning process of children.
  2. 2.The Right to Education guarantees 100% enrolment of children in the schools.
  3. 3.The Right to Education intends to take full advantage of demographic dividend.

Which of the above assumptions is/are valid?

a1 only
b2 and 3 only
c3 only
d1, 2 and 3

AnswerUPSC’s answer is (a).

An assumption is valid only if the passage supports it. The passage says systems of teacher accountability must make sure children are actually learning, so a guarantee of teachers' accountability for learning fits. It warns that a school may exist yet children may not attend or may drop out, so it cannot be read as guaranteeing full enrolment. Demographic dividend is never mentioned. Only statement 1 is valid.

  • 1. Teacher accountability systems must ensure children are learning.
  • 2. The passage warns children may not attend or may drop out; no full enrolment is promised.
  • 3. Demographic dividend is not discussed.

How you could have got this

  1. If you were sure statement 3 is not correct, (b), (c) and (d) go: each of them includes 3.

What you needed to know: Demographic dividend is not discussed.

Only (a) is left. You didn’t need statements 1 or 2.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Correct: only the teacher-accountability point is supported.
  • (b) Neither full enrolment nor demographic dividend is supported by the passage.
  • (c) Demographic dividend is never mentioned.
  • (d) Statements 2 and 3 are not supported.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
