Question 39: Polity and Governance

With reference to ‘Quality Council of India (QCI)’, consider the following statements :

  1. 1.QCI was set up jointly by the Government of India and the Indian Industry.
  2. 2.Chairman of QCI is appointed by the Prime Minister on the recommendations of the industry to the Government.

Which of the above statements is/are correct ?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerUPSC’s answer is (c).

The Quality Council of India was set up in 1997 as an autonomous body jointly by the Government of India and the Indian industry, represented by ASSOCHAM, CII and FICCI, to oversee accreditation and promote quality, so Statement 1 is right. Its Chairman is appointed by the Prime Minister on the recommendation of the industry bodies, so Statement 2 is right. Remember: QCI is a government-industry partnership.

  • 1. QCI was set up jointly by the Government and industry associations.
  • 2. The Prime Minister appoints the Chairman on the industry's recommendation.

How you could have got this

  1. If you were sure statement 1 is correct, (b) and (d) go: each of them leaves 1 out.

What you needed to know: QCI was set up jointly by the Government and industry associations.

  2. Then, if you were sure statement 2 is correct, (a) goes: it leaves 2 out.

What you needed to know: The Prime Minister appoints the Chairman on the industry's recommendation.

Only (c) is left. This one needs every statement.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Incomplete: the Chairman's appointment (2) is also correctly stated.
  • (b) Incomplete: the joint government-industry set-up (1) is also correct.
  • (c) Right: both statements are correct.
  • (d) Wrong: both statements are accurate.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
