UPSC Prelims 2016 · GS Paper I
Question 1: Polity and Governance
Which of the following statements is/are correct?
- 1.A Bill pending in the Lok Sabha lapses on its prorogation.
- 2.A Bill pending in the Rajya Sabha, which has not been passed by the Lok Sabha, shall not lapse on dissolution of the Lok Sabha.
Select the correct answer using the code given below.
AnswerUPSC’s answer is (b).
A Bill pending in either House does not lapse on prorogation, which only ends a session. Lapse comes with dissolution of the Lok Sabha. A Bill passed by the Lok Sabha and pending in the Rajya Sabha lapses on dissolution, but a Bill pending in the Rajya Sabha that the Lok Sabha has not passed does not lapse, because the Rajya Sabha is a continuing House.
- 1. Prorogation does not make a pending Bill lapse; dissolution of the Lok Sabha does.
- 2. The Rajya Sabha is a permanent House, so its pending Bill, not passed by the Lok Sabha, survives dissolution.
How you could have got this
- If you were sure statement 1 is not correct, (a) and (c) go: each of them includes 1.
What you needed to know: Prorogation does not make a pending Bill lapse; dissolution of the Lok Sabha does.
- Then, if you were sure statement 2 is correct, (d) goes: it leaves 2 out.
What you needed to know: The Rajya Sabha is a permanent House, so its pending Bill, not passed by the Lok Sabha, survives dissolution.
Only (b) is left. This one needs every statement.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Statement 1 is false: prorogation does not kill a pending Bill; dissolution of the Lok Sabha does.
- (b) Right: statement 1 is false and statement 2 is true.
- (c) Statement 1 is false, so 'both' cannot be right.
- (d) Statement 2 is true, so 'neither' cannot be right.
Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
