Question 7: Polity and Governance

Consider the following statements regarding the Directive Principles of State Policy :

  1. 1.The Principles spell out the socio-economic democracy in the country.
  2. 2.The provisions contained in these Principles are not enforceable by any court.

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerUPSC’s answer is (c).

Part IV (Articles 36 to 51) sets goals for the State to build a welfare state and social and economic democracy, which completes the political democracy secured by Fundamental Rights. Article 37 says these principles are not enforceable by any court, though they are fundamental in the governance of the country. Both statements are correct. Remember: Directive Principles are non-justiciable but guide lawmaking.

  • 1. The Directive Principles lay down social and economic goals, building socio-economic democracy.
  • 2. Article 37 declares they are not enforceable by any court.

How you could have got this

  1. If you were sure statement 1 is correct, (b) and (d) go: each of them leaves 1 out.

What you needed to know: The Directive Principles lay down social and economic goals, building socio-economic democracy.

  2. Then, if you were sure statement 2 is correct, (a) goes: it leaves 2 out.

What you needed to know: Article 37 declares they are not enforceable by any court.

Only (c) is left. This one needs every statement.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Incomplete: statement 2 is also correct, since Article 37 bars court enforcement.
  • (b) Incomplete: statement 1 is also correct, as the Directive Principles aim at socio-economic democracy.
  • (c) Correct: both statements hold.
  • (d) Wrong: both statements are correct.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
