Passage beginning “Climate change is a complex policy…”

According to the passage, which of the following is/are a matter of intense debate in the multilateral negotiations under UNFCCC regarding the role of developing countries in climate change ?

  1. 1.The scale and size of required financial support.
  2. 2.The crop loss due to climate change in the developing countries.
  3. 3.To enhance the mitigation and adaptation actions in the developing countries.

Select the correct answer using the code given below :

a1 only
b2 and 3 only
c1 and 3 only
d1, 2 and 3

AnswerUPSC’s answer is (c).

The passage says the scale and size of financial support that developing countries need to enhance their mitigation and adaptation actions is a matter of intense debate in the UNFCCC negotiations. Statement 1 is that scale of finance; statement 3 is the step-up in mitigation and adaptation that the finance is for, which is the other part of the debate. Crop loss is nowhere in the passage as being debated, so statement 2 is out. Hence 1 and 3 only.

  • 1. The scale and magnitude of financial support needed are said to be hotly debated.
  • 2. Crop loss is not mentioned in the passage.
  • 3. The debate is about the support needed to enhance mitigation and adaptation actions in developing countries.

How you could have got this

  1. If you were sure statement 2 is not correct, (b) and (d) go: each of them includes 2.

What you needed to know: Crop loss is not mentioned in the passage.

  2. Then, if you were sure statement 3 is correct, (a) goes: it leaves 3 out.

What you needed to know: The debate is about the support needed to enhance mitigation and adaptation actions in developing countries.

Only (c) is left. You didn’t need statement 1.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Wrong: leaves out statement 3, the actions the finance is meant to enhance.
  • (b) Wrong: crop loss is not in the passage.
  • (c) Right: statements 1 and 3.
  • (d) Wrong: statement 2, crop loss, is not mentioned.
