Question 2: Reading Comprehension

Passage - 1 · as printed by UPSC
Passage beginning “In recent times, India has grown fast…”Passage beginning “In recent times, India has grown fast…”

The author supports policies which will help

adevelop economic growth.
bbetter distribution of incomes irrespective of rate of growth.
cdevelop economic growth and redistribute economic gains to those getting left behind.
dput an emphasis on the development of the poorest segments of society.

AnswerUPSC’s answer is (c).

The author does not want growth alone. Alongside it, the author wants measures that draw more people into earning from growth, and a way of passing part of the gains on to people the market leaves out. The poorest-fifth yardstick is meant to keep both aims in view: it tracks growth, yet judges success by how the weakest fare. So the author backs high growth together with help for those left behind.

Why each option is right or wrong
  • (a) Growth is wanted, but the passage calls it insufficient on its own; it must be complemented by redistribution to the left-behind.
  • (b) The author does not set growth aside; the poorest-quintile measure keeps growth in view, so 'irrespective of growth' is wrong.
  • (c) Right. It joins growth with redistribution of gains to those left behind, matching the two corollaries of inclusive growth.
  • (d) Helping the weakest is only half the position; the author also wants India to aim for high growth.
