Question 51: Polity and Governance

Consider the following statements : The Parliamentary Committee on Public Accounts

  1. 1.consists of not more than 25 Members of the Lok Sabha
  2. 2.scrutinizes appropriation and finance accounts of the Government
  3. 3.examines the report of the Comptroller and Auditor General of India

Which of the statements given above is/are correct?

a1 only
b2 and 3 only
c3 only
d1, 2 and 3

AnswerUPSC’s answer is (b).

The Public Accounts Committee has 22 members: 15 elected by the Lok Sabha and 7 by the Rajya Sabha, so statement 1 is wrong on both the number and the House. The Committee scrutinises the appropriation accounts and finance accounts of the Government and examines the reports of the Comptroller and Auditor General to see that money was spent as Parliament intended.

  • 1. It has 22 members, 15 from the Lok Sabha and 7 from the Rajya Sabha.
  • 2. It scrutinises the appropriation and finance accounts.
  • 3. It examines the CAG's audit reports.

How you could have got this

  1. If you were sure statement 1 is not correct, (a) and (d) go: each of them includes 1.

What you needed to know: It has 22 members, 15 from the Lok Sabha and 7 from the Rajya Sabha.

  2. Then, if you were sure statement 2 is correct, (c) goes: it leaves 2 out.

What you needed to know: It scrutinises the appropriation and finance accounts.

Only (b) is left. You didn’t need statement 3.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Wrong. It has 22 members, drawn from both Houses.
  • (b) Correct. It scrutinises the accounts and examines the CAG's reports.
  • (c) Wrong. It also scrutinises appropriation and finance accounts.
  • (d) Wrong. Statement 1 is false.
