Question 76: Polity and Governance
Who of the following shall cause every recommendation made by the Finance Commission to be laid before each House of Parliament ?
AnswerThe answer is (a).
Article 281 of the Constitution says that the President shall cause every recommendation made by the Finance Commission, together with an explanatory memorandum on the action taken on it, to be laid before each House of Parliament. The duty rests on the President (acting on the advice of the Union Cabinet), not on the Speaker, the Prime Minister or the Finance Minister. Remember: the Finance Commission is appointed under Article 280 and reports to the President.
Why each option is right or wrong
- (a) Right: Article 281 places this duty on the President.
- (b) The Speaker has no role in laying Finance Commission reports.
- (c) The Prime Minister is not named in Article 281.
- (d) The Finance Minister is not named in Article 281.
