Question 52: Polity and Governance
Consider the following statements:
- 1.The Chairman of the Committee on Public Accounts is appointed by the Speaker of the Lok Sabha.
- 2.The Committee on Public Accounts comprises members of the Lok Sabha, members of the Rajya Sabha, and a few eminent persons of the industry and trade.
Which of the statements given above are correct?
AnswerThe answer is (a).
The Speaker appoints the Chairman of the Public Accounts Committee from among its members, so statement 1 is right. The committee has 22 members, 15 from the Lok Sabha and 7 from the Rajya Sabha, all elected by Parliament; it has no outside experts from industry or trade, so statement 2 is wrong. By convention the chairman has been an Opposition member since 1967.
- 1. The Speaker appoints the Chairman.
- 2. Members come only from the two Houses; no outside experts.
How you could have got this
- If you were sure statement 1 is correct, (b) and (d) go: each of them leaves 1 out.
What you needed to know: The Speaker appoints the Chairman.
- Then, if you were sure statement 2 is not correct, (c) goes: it includes 2.
What you needed to know: Members come only from the two Houses; no outside experts.
Only (a) is left. This one needs every statement.
This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Correct: only statement 1 holds.
- (b) Statement 2 is wrong; the committee has no industry or trade experts.
- (c) Statement 2 is wrong, so both cannot hold.
- (d) Statement 1 is right, so this is wrong.
