Whistleblowers are those who blow the whistle (i.e. make it public) about corrupt practices in an organization. To protect whistleblowers, the government came with the Whistleblower Protection Act:
Body · points and prose
- It makes the identity of a whistleblower a secret - identity not revealed.
- CVC is tasked with the handling of cases reported by whistleblowers.
- Officials in top positions are covered.
Close · a way forward
| Provisions :- | Limitations |
|---|---|
| 1. Doesn't allow anonymous complaints | - Victimization possible |
| 2. Ministers & politicians not covered. | - Fear in mind |
| 3. Action against Public servants needs permission | - CVC cannot punish any public servant. They are being shielded. |
| 4. No incentive for whistleblower | - People are not motivated. |
| 5. No time duration mentioned for action | - Sometimes it takes years. |
- Whistleblowers become easy targets. | | 6. Private companies not included. | - After LPG reforms they are main service providers.
- PPP projects not covered. | | 7. Victimization at workplace not covered | - People fear as retaliation measure in some or other form can take place. |
Hence, we see that there are many lacunae in the present Act. Perfect examples include Satyendra Dubey, Narender Kumar, people in Vyapam scam who were being targeted and killed. We need strong protection and incentives should be provided to whistleblowers as there is in USA to make our system corruption-free.
