- Why in news
- On 4 November 2026 the Union Cabinet approved a Rs.14,500 crore Viability Gap Funding (VGF) Scheme to build 92 GWh of grid-scale energy storage, for FY 2026-27 to FY 2030-31.
- What it is
- Viability Gap Funding is a one-time or deferred capital grant that makes projects with high social benefit but weak commercial returns bankable. This scheme applies it to grid-scale energy storage such as pumped hydro and batteries. Storage lets the grid absorb variable solar and wind power and release it when needed.
- Outlay and period
- Total support is Rs.14,500 crore for FY 2026-27 to FY 2030-31.
- Capacity split
- The scheme targets 60 GWh of pumped storage, 30 GWh of BESS and 2 GWh of alternative technologies, with total investment of Rs.97,600 crore.
- Allocation method
- Capacity is allocated by tariff-based competitive bidding.
- Who is eligible
- Public and private discoms get VGF for BESS and Hydro PSP; alternative technology projects go to public and private entities.
- Domestic content
- BESS projects must meet a minimum 40% Domestic Content Requirement.
- Need
- The scheme helps meet a required 411 GWh of grid-scale storage by 2031-32.
Don’t confuse with VGF vs PLI: VGF is demand-side capital support for building projects. PLI is supply-side incentive for manufacturing output, such as the battery PLI the release says this scheme complements.
Don’t confuse with Pumped storage vs BESS: Pumped storage moves water between reservoirs and suits long-duration storage; BESS stores power in batteries and responds fast.

Why it matters
- Storage smooths the variability of solar and wind and supports round-the-clock renewable power.
- The 40% DCR for BESS builds domestic manufacturing and cuts import dependence, aiding energy security.
Problems
- Battery cells and key minerals are largely imported, so meeting the DCR may be hard.
- Pumped storage projects have long gestation and face land, environmental and clearance delays, and weak discom finances may hinder uptake.
Way forward
- Build domestic cell and critical mineral supply chains, linking VGF with battery manufacturing incentives.
- Speed up clearances for pumped storage and add market and tariff signals for storage services.

Statements the way Prelims prints them. Say first, then see the fact.
1.The scheme provides Viability Gap Funding of Rs.14,500 crore for FY 2026-27 to FY 2030-31.
True. Outlay is Rs.14,500 crore over FY 2026-27 to 2030-31.
2.Storage capacity under the scheme is to be allocated through tariff-based competitive bidding.
True. Allocation is by tariff-based competitive bidding.
3.BESS projects under the scheme must meet a minimum Domestic Content Requirement of 40%.
True. Minimum DCR for BESS is 40%.
4.Only public sector electricity distribution companies are eligible for VGF support for BESS and Hydro PSP projects.
False. Both public and private sector distribution companies are eligible.
5.The scheme aims to help meet a required grid-scale storage capacity of 411 GWh by 2031-32.
True. The national requirement cited is 411 GWh by 2031-32.
6.Viability Gap Funding is a loan that the project must repay in full to the government.
False. VGF is a capital grant to make commercially weak but socially useful projects viable, not a loan to be repaid.
