- Why in news
- On 8 July 2026, the Department of Land Resources held a brainstorming meeting with NIUA and the Department of Posts to explore integrating ULPIN and DIGIPIN. They agreed to run pilot projects and build a common open API.
- What it is
- ULPIN (Bhu-Aadhaar) is a unique digital identity for every land parcel, run by the Department of Land Resources under the Digital India Land Records Modernization Programme. DIGIPIN is a digital addressing framework from the Department of Posts that gives precise geo-referenced location codes.
- ULPIN
- It gives every rural and urban land parcel a unique digital identity.
- DIGIPIN
- It is India's digital addressing framework and enables precise geo-referenced location identification.
- Agreed steps
- Participants agreed to run pilot projects on use cases and to jointly develop an open, standards-based API architecture.
- Ministries involved
- ULPIN sits with the Department of Land Resources (Ministry of Rural Development); DIGIPIN with the Department of Posts (Ministry of Communications).
- Policy frame
- The integration is linked to the Whole-of-Government approach to Digital Public Infrastructure.
Don’t confuse with ULPIN vs DIGIPIN: ULPIN identifies a land parcel for land records; DIGIPIN is a location code for addressing, run by the Department of Posts.
Don’t confuse with DIGIPIN vs PIN code: The postal PIN code covers an area served by a post office; DIGIPIN points to a precise geo-referenced location.

Why it matters
- Linking land IDs with digital addresses can improve interoperability and service delivery.
- Open APIs let startups build geospatial services.
Problems
- Land records data may be incomplete or disputed, which can limit parcel-level integration.
- Privacy and data security risks arise when land and location data are linked.
Way forward
- Run pilots first, then scale, with clear data protection safeguards.
- Maintain open standards and keep land records updated.

No practice question for this one; the card may still help an answer. Why: Lasting governance identifiers (land parcel ID and digital address); release is a brainstorming meeting with few firm facts, so no question.
Worth revising until Prelims 2028: most news questions come within two years of the event.
